14일 김병욱 의원에 따르면 최근 기술혁신을 이끌 신기술 분야의 인재양성 수요가 증가함에 따라 다양하고 복잡한 사회문제를 해결할 역량을 갖춘 고급인재를 조기에 양성해야 한다는 지적이 제기되고 있다.

이에 김 의원은 박사학위과정을 설치한 대학원이 학사, 석사 및 박사학위과정의 통합과정을 둘 수 있도록 하여 대학이 미래인재 양성의 핵심 역할을 수행할 수 있도록 하는 내용을 담은 ‘고등교육법 일부개정법률안’을 발의했다.

개정안은 학‧석‧박사 통합과정의 수업연한을 8년 이상으로 하고, 입학 자격은 고등학교 졸업 이상자로 규정했다. 학‧석‧박사 통합과정에서 중도탈락한 자는 학칙에 따른 학위 수여기준을 충족할 경우에 학‧석사학위 수여가 가능하도록 했다.

개정안이 향후 국회에서 의결되면 절차 간소화 등을 통해 박사학위 취득 기간이 최대 2.5년 정도 단축될 수 있을 것으로 기대된다.

김병욱 의원은 “글로벌 기술패권 경쟁에서 우리나라가 주도권을 가지려면 세계 최고 수준의 기술력을 가진 석‧박사급 인재양성에 힘을 쏟아야 한다”며, “전문 인력 조기 양성 시스템이 제대로 안착하도록 정부와 대학이 유기적으로 소통하고 적극 협력해야 한다”고 강조했다.
