【브레이크뉴스 포항】박영재 기자=김병욱 의원(국민의힘, 포항시남구울릉군)은 ‘국가해양정원’ 조성 사업의 법적 근거를 마련하는 ‘해양생태계의 보전 및 관리에 관한 법률 일부개정법률안’이 8일 국회 본회의를 통과했다고 밝혔다.
이날 김 의원에 따르면 현행법은 해양생물의 다양성이 풍부하여 생태적으로 중요하거나, 해양 경관 등 해양자산이 우수하여 특별히 보전할 가치가 큰 구역을 해양보호구역으로 지정하여 관리하고 있다. 그러나 해양보호구역 지정만으로는, 해양보호구역 내 해양자산이 가지고 있는 가치를 온전히 보전하거나 해양자산을 지속 가능한 방식으로 이용하는 데 어려움이 있다는 지적이 제기됐다.
이에 김 의원이 대표 발의한 법안은 ‘국가해양정원’ 조성 사업의 법적 근거를 명시해 해양보호구역과 인근 해역 등을 보다 체계적으로 이용·관리할 수 있도록 해 포항 호미반도 국가해양정원 조성 역시 사업이 원활하게 추진될 것으로 기대된다.
‘호미반도 국가해양정원’ 조성 사업은 총사업비 1,730억 원을 투입해, 호미반도 일대의 우수한 해양생태계를 보전‧활용하기 위한 해양생태 및 교육공간을 마련하는 사업이다. 호미곶 주변 해역은 해안단구를 중심으로 넓은 암반생태계를 형성하고 있어 생태적 활용 가치가 매우 높다.호미반도 국가해양정원이 조성되면, 세계적인 해양생태문화 체험·학습장과 해양힐링 거점으로서 지역 경제 활성화 및 일자리 창출 견인에 큰 역할을 할 것으로 예상된다.
김병욱 의원은 “포항 호미반도 국가해양정원 사업을 차질 없이 추진할 수 있는 기반이 마련됐다”며, “호미반도 일대에 보존된 인문‧역사‧생태 자원을 활용한 국가해양정원 조성으로 세계적인 해양힐링 공간이 만들어지길 고대한다”고 전했다.
