【브레이크뉴스 포항】박영재 기자=포항시는 27일 개최된 기획재정부의 제8차 재정사업평가위원회에서 민선 8기 핵심사업으로 추진 중인 ‘호미반도 국가 해양생태 공원 조성사업’이 예비 타당성 조사 대상 사업에 최종 선정됐다고 밝혔다.

포항시는 앞서 해양생태계를 미래 해양 관광 자원으로 개발해 지역경제 활성화와 일자리 창출을 견인한다는 목표 아래 호미반도 국가 해양생태 공원 조성을 위해 2020년부터 경북도 및 한국해양과학기술원(KIOST)와 함께 타당성 조사 및 기본계획 수립 용역을 진행했다.

이와 함께 여러 차례 주민설명회와 전문가 자문회의 등 다양한 의견을 수렴해 지난 10월 기획재정부로 예비 타당성 조사 대상 사업으로 신청했다.

 포항시와 경북도는 보존 가치가 높은 호미반도 일대 해양생태계의 체계적인 관리를 통해 해양 생태 및 환경의 중요성을 교육하고 해양 생태 가치 확산을 국가 차원에서 대응해야 한다는 점을 주요 논리로 삼아 호미반도 국가 해양생태 공원 조성의 필요성과 시급성 등을 기재부를 비롯한 중앙부처에 지역 국회의원인 김병욱 의원과 함께 지속 건의해왔다.

호미반도 국가 해양생태 공원이 예타 대상 사업으로 선정됨에 따라 기재부에서는 한국개발연구원(KDI) 등 전문기관을 선정해 예비타당성 조사를 수행할 예정이며, 그 결과에 따라 사업의 추진 여부가 결정된다. 포항시는 미래 해양이 가지는 가치와 중요성을 고려해 예비 타당성 조사를 반드시 통과시킨다는 계획이다.

‘호미반도 국가 해양생태 공원 조성 사업’은 국가(지자체 포함)가 주체가 돼 해양 동·식물 보호와 같은 해양생태계를 보전 및 활용해 생태 교육 공간 조성 등 고부가 가치를 창출하기 위한 사업으로 영일만 대교 건설과 함께 대한민국 대표 해양 및 산림 복합 친수 공간으로 삼겠다는 복안이다.

또한, 이 일대가 동해안 유일의 ‘만(灣)’이자 반도, 해맞이 명소로 역사적, 지질학적, 인문학적 자산이 풍부해 입지적 우수성이 탁월한 만큼 건강한 바다 환경, 해양 생태·인문 교육 거점, 지속가능한 경제성장 거점으로 조성해 나갈 계획이다.

이를 실현하기 위해 산림과 바다, 인문·역사가 어우러진 동해안 해양 생태 거점 조성을 제시하고 건강한 바다 환경, 해양 생태·인문 교육 거점, 지속가능한 경제성장 거점의 3대 전략을 설정했다.

사업 대상 면적은 호미곶 해양보호구역 0.25㎢를 포함한 총 0.297㎢로 2023년에서 2027년까지 5년간 1,666억 원(국비 1,038 지방비 628)을 투입할 계획이다.

전략별 주요 사업으로는 △건강한 바다 환경(918억 원)에 해양정원 센터, 해중생태정원·해양보호사업, 연어물길생태정원 △해양 생태·인문 교육 거점(608억 원)에 어린이해양생태관, 환동해해녀문화원, 심해체험풀 △지속가능 경제성장 거점(140억 원)에 해양 생태 마을, 환동해 탐방버스 사업 등을 추진하게 된다.

이를 통해 호미반도를 동해안 천혜의 자연경관과 해양 생태 자원을 활용한 머무는 해양 관광 거점으로 구축해 지역주민의 소득 증대와 어촌의 청년 유입 등 지역 성장동력을 활성화하겠다는 계획이다.

이강덕 포항시장은 “민선 8기 취임과 함께 중점적으로 추진하고 있는 호미반도 국가 해양생태 공원 조성 사업은 급격한 기후변화 시대 대비해 반드시 이루어져야 하는 과제이다”며, “지금까지 해왔듯이 철저하게 준비하고 대응해 해양자산의 생태적·문화적·경제적 가치를 보전할 수 있도록 최선을 다하겠다”라고 말했다. 아울러, “어려운 여건 속에서도 사업 선정에 애써 주신 김병욱 국회의원을 비롯해 이철우 도지사께도 깊은 감사를 드린다”라고 말했다.
