김 의원은 "울릉도에는 군민 약 9,000여 명과 10,000여 명에 가까운 관광객이 머물고 있으며, 하루 수 차례 여객선 운항이 이루어지고 있는데도 유사 시 안전 확보 방안이 미비해 큰 인명사고로 이어질 가능성이 높다는 것을 이번에 확인했다."며 정부 차원의 종합적인 대책 마련을 촉구했다.

또한 김 의원은 울릉초등학교, 울릉고등학교 등 학교시설 개선사업을 추진하는 학교의 시설복합화를 통해 대피 시설 조기 건립과 유사 시 인명사고에 대비한 울릉도 내 의료인력 확충에 대해서 정부에 제안했다. 

김의원은 "내일부터 시작되는 예결위 심사에서 울릉도 대피시설 확충 등 시급한 안전 확보 사업의 예산을 수립하기 위해 정부와 여야의 협조 요청에 적극 나설 것"이라고 밝혔다.
