경북도 내 지방하천은 총 352개, 길이 3844㎞에 달한다. 최근 3년(2022~2024년) 동안 이들 하천에서 발생한 호우 피해는 188건으로, 피해액만 1563억원에 이르는 것으로 집계됐다.
이 의원은 “기후변화로 예측 불가능한 집중호우가 빈번히 발생하면서 매년 인명과 재산 피해가 반복되고 있다”며 “시군에서 침수 피해 예방 사업이 추진되고 있으나, 이를 지원·연계할 광역 차원의 제도적 기반이 없어 종합적 관리체계 마련이 필요하다”고 말했다.
이어 그는 “이번 조례 제정으로 경북도 하천 위기상황을 상시 모니터링하고 체계적으로 대응할 수 있는 제도적 기반이 마련됐다”며 “안전한 하천 환경 조성을 통해 도민 생명과 재산 보호에 실질적으로 기여할 것”이라고 강조했다.

Representative Lee stated, "Climate change has led to frequent and unpredictable heavy rains, resulting in repeated casualties and property damage every year." He added, "While flood prevention projects are being implemented at the city and county levels, there is no institutional foundation at the metropolitan level to support and coordinate these efforts. Therefore, a comprehensive management system is needed."
He continued, "With the enactment of this ordinance, the institutional foundation for continuous monitoring and systematic response to river emergencies in Gyeongbuk Province has been established. By creating a safe river environment, we will contribute substantially to protecting the lives and property of residents."
