이날 회의에는 청장 직무대행을 비롯한 프로젝트 매니저(PM) 등이 참석해 지구별 산업 여건을 반영한 투자유치 방향과 부서 간 협업 방안을 집중 논의했다. 특히 이번 종합계획은 단순한 투자협약 체결에 그치지 않고, 기업의 실제 착공과 안정적인 지역 안착을 이끌어내는 실질적인 성과 창출에 초점을 맞췄다.

대경경자청은 올해 외국인직접투자(FDI) 6천500만 달러와 국내투자 2천200억 원 유치를 목표로 ▲핵심 전략산업 중점 유치 ▲3트랙 타깃 투자유치 활동(IR) ▲투자 선순환 생태계 강화 ▲원팀(One-Team) 투자대응 체계 구축 등 4대 추진전략을 본격 전개할 계획이다.

먼저 정부의 ‘5극 3특’ 육성 정책과 연계해 ICT·로봇, 의료·바이오, 미래모빌리티 등 3대 핵심 전략산업 유치에 집중한다. 성과 가능성이 높은 사업은 ‘중점 프로젝트’로 선정해 투자 접촉 단계부터 착공까지 전 과정을 체계적으로 관리하고, 행정 지연 요인을 사전에 점검해 실제 투자로 연결한다는 방침이다.

또 투자유치 활동은 현지 방문형 IR, 지구 투어, 글로벌 네트워크 협업 등 3트랙 방식으로 추진한다. 해외 핵심 권역 현지 IR과 국내외 타깃 기업 대상 지구 투어를 병행하고, KOTRA와 주한외국상공회의소 등과 협력해 투자 수요를 조기에 발굴할 계획이다.

이와 함께 기업 정착이 재투자로 이어지는 투자 선순환 생태계 구축에도 힘쓴다. 찾아가는 기업상담실과 규제혁신협의회를 통해 현장 애로를 해소하고, 외국인 종사자와 가족을 위한 생활·교육 지원을 강화해 안정적인 정착을 지원한다. 특히 포항융합기술산업지구 내 외국교육기관(CCB) 설립 추진 등 정주 여건 개선을 통해 재투자를 유도할 방침이다.

아울러 부서 간 칸막이를 없앤 원팀 투자대응 체계를 구축해 잠재 투자 정보를 공유하고 연간 IR 계획을 통합 운영하는 등 투자유치 실행력을 높인다. 내부 프로젝트 매니저 역량 강화 교육을 통해 조직 전반의 대응력도 함께 강화할 계획이다.

First, in line with the government's "5-pole, 3-special" development policy, the agency will focus on attracting three key strategic industries: ICT and robotics, healthcare and bio, and future mobility. Projects with high potential for success will be designated as "priority projects" and systematically managed throughout the entire process, from investment contact to groundbreaking. Administrative delays will be proactively identified and addressed to ensure actual investment.

Furthermore, investment attraction activities will be implemented through a three-track approach: on-site IR, district tours, and global network collaboration. Local IR activities in key overseas regions will be combined with district tours targeting domestic and international companies. Collaborating with KOTRA and the Foreign Chambers of Commerce in Korea will identify investment needs early.

Furthermore, we are striving to build a virtuous investment ecosystem where corporate settlement leads to reinvestment. We will address on-site difficulties through on-site business counseling centers and regulatory innovation councils, and strengthen living and education support for foreign workers and their families to facilitate their stable settlement.
