이번 조직개편에서는 총 정원 116명에서 100명으로 기존 2본부 2실 4부 14과에서 2본부 2실 4부 13과로 재편하고 23일 행정기구 설치규정 개정에 대한 조합회의 의결을 거쳐내년 1월 1일 부터 새로운 조직을 가동한다.

이번 조직개편은 전국 경제자유구역청 가운데 가장 먼저 ‘혁신생태계 조성’ 기능 보강을 위한 전담부서를 신설해 혁신성장 및 기업지원 관련 업무를대폭 확대하고, 부서를 기능별로 재조정, 팀제를 없애고 ‘과’ 단위로 통·폐합하였고과명 또한 직관적으로 바꾸어 업무기능이 분명하게 부각되도록 했다.

이는 지난 7월 제5대 신임청장으로 최삼룡 前 대구시 시민안전실장이 취임하면서 본격적으로 포스트 코로나 시대 대경경자청의 새로운 비전과조직진단을 통한 혁신전략 마련에 돌입한 것으로 2013년 감사원 지적 이후 제기된 전국 경제자유구역 면적 축소에 따른 정원조정을 반영하여 코로나 시대 큰 환경변화를 맞고 있는 외국자본 투자유치 정책 외에 국내기업의 혁신과 애로해소에 중점을 둔 조직혁신 방안으로 마련한 것이다.

이같은 신속한 조직개편에는, 산업통상자원부 경제자유구역기획단에서 지난 10월 발표한 경제자유구역 2.0 ‘2030 비전과 전략’에 따라 앞으로경제자유구역 운영 패러다임이 기존의 ‘개발·외투유치’에서 ‘신산업 혁신생태계 조성’으로 급격하게 변화하고 있다는 점이 우선적으로 고려됐다.

현재 대구의 4개 지구(국제패션, 신서첨단, 수성의료, 대구테크노)를 비롯해영천 첨단부품소재산업지구, 경산 지식산업지구 등의 경제자유구역이 본격적으로 가동되고 있는데,개편된 조직을 통해 지역내 기업이 코로나19 사태에 따라 겪고 있는 다양한 애로사항을 분석해 해소하고, 지역내 기업들에 대한 지원기능을 강화하여위기를 극복하고 성장 할 수 있도록 돕고, 향후‘지구별 맞춤형 혁신생태계 조성 기본계획’을 수립하여 입주기업과 지원기관간 유기적 연계를 통한 혁신성장과 실질적인 기업 지원 시스템을구축할 것이다.

지금까지는 대경경자청이 개발과 외국인 투자유치에 중점을 두었다면, 앞으로의 DGFEZ는 대구경북의 8개 지구 내 기업들의 혁신성장 생태계를 조성함으로써 ‘유치된 기업들의 내실을 키워가는 정책’으로 무게중심을 옮기게 될 것이다.
