 【브레이크뉴스 대구 】이성현 기자=대구광역시의회 김지만 의원을 중심으로 한 국민의힘 의원과 홍의락 경제부시장 간 불거진 갈등이 당 대 당 알력다툼으로 번지고 있다.

앞서 김지만 의원은 5분 발언을 통해 “대구시의 경제부시장이 코로나19의 3차 재확산을 청년층과 자영업자의 실책으로 몰아가는 모습을 보여 심히 유감스럽다”고 지적하자 홍의락 경제부시장이 SNS를 통해 “유구무언이다. 지록위마가 아니라 난독 증후군인듯 하다”라며 불쾌감을 드러내면서 갈등은 야기됐다.

홍 부시장의 SNS 발언에 지난 28일 김지만 의원을 포함한 20명의 국민의힘 의원들은 "SNS를 통해 대구시의원과 장애인을 비하한 것을 즉각 사과하라"는 내용의 성명서를 발표하며 또 다시 공개 저격에 나섰지만 홍 부시장은 “언급할만한 사안이 아니”라며 외면했다.

그러나 이 가운데 민주당 소속 김혜정 의원이 국민의힘 소속 의원 20명의 행동에 대해 규탄 성명을 발표할 것으로 알려지면서 갈등이 의회와 집행부를 넘어 내부, 정당간 갈등으로 번지는 양상을 보이고 있다. 이같은 갈등 양상에 시민들은 “시민을 볼모로 대구시의회가 자신들의 정당간 당리당략 싸움을 하고 있다”며 “본질을 보고 정치와 행정을 하라”고 비난하고 있다.

정치권 일각에서는 국민의힘 의원들의 뒷배경에도 의혹의 눈초리를 보내고 있다. 겉으로는 의회가 홍의락 부시장을 겨냥한 듯 하지만 결국은 ①홍 전 부시장을 영입한 효과가 미미하다는 주장과 ②정세균 총리의 명예시민 추대를 추진했던 권영진 대구시장을 겨냥하고 있는 것 아니냐는 것.

때문에 정치권 사이에서는 대구시의회 국민의힘 의원들의 뒤에는 차기 대구시장을 노리는 국민의힘 내부인이 조정하는 것 아니냐는 의혹을 제기하고 있다.

김혜정 의원이 나서기로 한 것도 비슷한 맥락이라는 주장이다. 민주당으로서는 이번 사안이 확대되면 결국은 권 시장에 화살이 돌아갈 것이란 것은 뻔한 만큼, 이 시점에서 당 차원의 권 시장에 대한 흠집내기는 필요하다는 논리다.

물론, 김혜정 의원이 다른 생각을 하고 있을 수도 있다. 의회 내부에서는 장상수 의장의 행동과도 밀접한 관계가 있다고 보는 이들도 상당수다. 

앞서 장상수 의장이 제279회 정례회 4차 본회의에서 김지만 의원의 홍 부시장에 대한 신상발언 직후 이어진 더불어민주당 의원들이 의사진행발언의 요청을 받아들이지 않고 심지어 ‘본회의장에서의 발언은 의장이 신청을 받아서 발언에 필요한 사항(순서, 시간, 허가여부 등)을 판단할 수 있는 시간적 여유를 감안하여 미리 신청’이라는 내용이 명시 된 문서를 의원들에게 전달하면서 곳곳에서는 민주당 재갈물리기가 아니냐며 비난이 쏟아진 바 있다.

갈등 국면이 옆길로 새면서 시민들이 피해는 불 보듯 뻔해지고 있다. 이를 두고 정치권 한 관계자는 “홍 부시장이 민주당 출신이라는 이유로 국민의힘 소속 의원들이 그에 대한 태클을 노골화하는 것 같다”면서 “이 싸움이 번지면서 대구시의회가 시민을 위한 역할보다는 국민의힘과 더불어민주당을 대변하는 기구로 전락하는 듯하다”며 안타까움을 전했다.
