'이건희 미술관’ 입지를 서울로 미리 정해놓고 문체부가 지방을 기만했다는 주장이 제기됐다.

국민의힘 김승수 국회의원(대구 북구을)은 11일 성명을 내고 “당초 문체부가 민간전문가를 구성하여 합리적으로 결정했다는 주장과는 달리, 서울로 미리 결정해놓고 지방 배제 가이드라인까지 제시했다”고 주장했다. 그러면서 문체부의 지방 기만행위에 강력한 유감을 표명했다.

김 의원이 문체부로부터 제출받은 ‘국가기증 이건희 소장품 활용방안 회의록’에 따르면 회의 개최수는 총 9회로, 문제는 1회부터 4회까지는 외부 전문가가 없는 문체부 담당공무원 중심의 회의였으며, 그나마 외부 인사는 문재인 대통령의 문화비서관 출신인사 1인을 포함한 2인 정도에 불과했던 것으로 드러났다. 

그러나 더 큰 문제는 5월 14일 열린 3차 회의에서 문체부가 이미 소속 공무원 중심으로 이건희 미술관 지역공모는 불가하다는 것을 잠정적으로 결론내리고 이후 과정을 진행했다고 김 의원은 주장했다. 

이같은 주장은 문체부가 앞서 보도자료를 통해 ‘문체부는 전문가들로 구성된 위원회를 운영해왔고, 10여 차례 논의를 해왔다’는 해명과는 다른 주장이라는 것. 

이날 회의록을 참고하면 김 의원의 주장이 어느 정도 설득력을 얻고 있다. 김 의원은 “이날 회의에는 당연직 위원인 문체부 실장, 국장 뿐 아니라 이례적으로 담당 실무진까지 모두 참석하여 특별관 건립 필요성에 대해 논의를 실시했다”면서 “3차 회의록에서 성명이 밝혀지지 않은 한 관계자는 ‘건립 부지선정은 모든 가능성을 두고 검토할 것’이라면서도 ‘다만 지역 요구를 감안해서 선정 공모할 경우 과열 경쟁에 따른 부작용이 있을 수 있음’이라며 지방 건립을 분명하게 부정했다”고 주장했다.

특히, 문체부 관계자로 추정되는 참석자가 2016년 많은 비판을 받았던 국립한국문학관 지방공모의 실패사례를 언급한 것으로 알려지는 데,  김 의원은 이에 대해 “미술관 건립부지 논의시 ‘지방은 철저히 배제해야한다’는 가이드라인을 사전에 제시한 것과 다름없다”고 주장했다.

김 의원은 또 “3차 회의에 참석한 청와대 출신 외부 위원은 위원회에 포함되기 바로 직전 까지 청와대 근무경력이 있었던 만큼, 정부의 지방배제 가이드라인 조치가 청와대와 사전에 어떤 조율이 있었는지도 명명백백하게 밝혀야 한다”고 거듭 주장했다.

김 의원은 “사실상 위원회 운영 초반부터 이미 ‘지방 배제’ 라는 방향이 정해졌기 때문에 이후에 활동한 전문가 위원들은 사실상 구색을 맞추기 위해 들러리를 선 것에 불과했다”며 “실제 구성된 전문가 위원도 수도권 인사들로 구성되어 지역문화를 대변할 사람이 없었다”고 재차 강조했다.

김 의원은 “9차례 회의록 어디를 살펴봐도 논의과정에서 비수도권과 수도권의 입지에 대한 장단점을 정확히 비교분석한 흔적은 없었다. 정부가 사전에 철저히 지방을 배제하고 ‘답정너’식으로 서울 입지 결정을 내린 것은, 유치전에 뛰어들었던 전국 40여 곳의 지자체와 지방에 사는 2800만 국민들을 우롱하고 기만한 처사”라고 거듭 강조했다.

이어 그는 “애초부터 지방 건립은 불가하다는 원칙을 세워놓고 정책을 추진한 문재인 정부의 수도권 중심 문화예술 정책 실상에 강한 분노와 허탈감을 느끼며, 이건희 미술관의 서울 건립 결정을 당장 철회하고, 수도권을 배제한 모든 지자체가 공정한 공모와 투명한 심사를 통해 건립이 결정될 수 있도록 원점에서 재검토해야 한다”고 주장했다.
