장 시장은 “구미경제를 반드시 살리겠다”는 강력한 의지로 지난 4년간 기업투자 인센티브 확대 및 규제 완화, 정부 상생형 구미일자리 선정으로 지역경제 선순환 구조 구현, 통합신공항 연계 광역교통망 확충 등 경기 부양 정책에 가용 가능한 모든 행정력을 투입했다.

그 결과 기업투자유치 7조 3,479억원 달성, 수출액 300억불 회복과 함께 구미 국가산업단지 생산액은 전년대비 7% 증가한 38.6조원을 기록하는 등 각종 구미경제지표는 코로나 이전 수준으로 회복하고 있다.

지난 5년간 저조한 분양률을 보이던 구미국가5산단 또한 업종확대와 분양가 인하의 노력으로 ’18년 대비 59%가량 증가한 74.8%를 기록하며 지역 경제 상승세를 이어가고 있다.

민선7기 역점사업이자 제1공약사업인 ‘구미형 도시재생’은 전국 최초 공단 중심의 재생 사업으로 4년 연속 국가 공모에 선정되며 2조원 규모의 대형 국책사업으로 순조롭게 진행 중이다.

□ 투자유치 8조원시대! 수출 300억불 회복! 지역경제 활성화 청신호 

그중 가장 뚜렷한 성과는 단연 살아나고 있는 지역경제이다. 작년 구미는 코로나 위기에도 탄탄한 기업지원 노하우를 바탕으로 목표 수출액 270억 달러를 뛰어넘는 총 296억달러를 달성, 2014년 이후 최고 기록이라는 값진 성적을 거두었다.

2017년 15%대의 저조한 분양률을 보이던 구미국가5산단(하이테크밸리)은 분양가 인하와 입주 업종확대의 노력으로 현재 분양률 74.8%로 급상승하여 사실상 완판을 기록했다.

민선7기 역점사업이라 할 수 있는 도시재생 뉴딜사업은 기존의 도시재생인 노후 구도심의 현대화를 포함한 3대 구미형 도시재생사업*으로 재해석하고 그 범위를 공장과 공단으로 확대하였다. 그 결과 '공단 도시재생혁신지구'조성과'휴폐업공장 리모델링 사업'등 굵직한 국가 공모 사업에 선정되어 산업화로 지친 구미 공단과 공장 그리고 구도심 지역에 새로운 공간의 가치를 부여하였다.

□ 디지털 안전과 스마트 복지로 완성한 첨단 도시 

모든 시민이 어디서나 쉽고 빠르게 접근할 수 있도록 디지털안전망과 스마트복지망 강화에도 노력하였다. 국가디지털 전환사업, 스마트 관망관리 인프라 구축, 지능형 교통체계 구축과 같은 스마트한 안전망 구축으로 시민이 안심하고 생활할 수 있도록 도시 환경 조성을 위해 첨단 기술을 선제적으로 도입하였다.

이와 함께 어르신들의 여가, 문화생활과 건강지원을 위한 선산 치매안심센터와 노인종합복지관 선산분관 개소와 독거노인, 중증장애인의 안전을 지키기 위해 활동량 감지 응급안전알림서비스 최신장비 지원 등 안전과 복지 사각지대에 노출되기 쉬운 취약계층들을 지원할 수 있는 새로운 사업 도입에도 적극적이었다.

취약계층 지원과 함께 남녀노소 모두 복지 혜택을 체감할 수 있도록 마을돌봄터, 공동육아나눔터를 확대하여 아이 낳고 키우기 좋은 보육서비스를 제공하였고, 초중고 전교생에 무상급식과 교복 구입비 지원으로 먹는 것부터 입는 것까지 보편적 교육 복지를 전면 추진하였다.

□ 되찾은 ‘구미다움’의 정체성 – 구미독립운동사 연구, 공립박물관 2개 보유 

대한민국 수출경제와 산업화의 주역인 구미는 그동안 상대적으로 소홀했던 지역의 역사와 문화 가치를 재해석하고 역사문화 도시로서의 구미로 탈바꿈하기 위해 노력하였다.

구미성리학역사관과 박정희대통령역사자료관 개관으로 공립박물관(제1종 전문박물관) 2개 보유한 도시가 되었으며, 구미의 독립운동사를 정리하여 역사 속 구미의 활약상과 중요성을 재조명하고 시민들이 지역에 대한 자부심을 가질 수 있는 계기를 마련하였다.
