【브레이크뉴스 경북 】이성현 기자=숲과 자연체험 교육을 강조해 온 마숙자 경북교육감 후보가 16일 경산시 자인면에 소재한 계정숲에서 기자회견을 갖고 경북교육의 현실과 미래를 담은 공약을 발표했다.

이날 마 후보가 선택한 계정숲은 구릉지에 남아있는 천연 숲으로 우리나라에서는 더 이상 찾아보기 쉽지 않은 자연숲이다. 숲에는 이팝나무가 주종을 이루는 가운데 한장군놀이 전수회관과 조선 시대의 전통 관아인 자인 현청의 본관이 보존되어 있다. 과거 경산시 일대에 어떤 나무들이 울창하였는지 보여주는 자연 유적지라는 평가와 더불어 한 장군 등의 역사적 의미를 담은 것은 물론, 자연 등 교육적으로도 매우 큰 의미를 지니고 있는 곳이란 평가를 받고 있다.(‘자인계정숲‘ 참고)

마 후보는 “교육감의 정책과 공약은 공동체의 미래를 만드는 방향성”임을 강조하고 때문에 더 전문적이어야 한다고 생각했다. 그러나 정책만으로는 학령인구감소, 지역간 교육격차 등 오늘날 경북교육이 지닌 문제점들에 대한 근본적인 해결책을 찾을 수 없었다. 특히 교실과 교육청의 갇힌 정책으로는 경북의 내일을 바꿀 수 없다“고 강조했다.

그러면서 “시장에서 만난 콩나물을 파는 아주머니가 주신 걱정 어린 염려의 말씀도, 동네 카페에서 장사를 하시는 청년의 힘찬 응원도, 기업을 운영하시는 사장님의 제안 등이 모두 경북교육이 나아가야 할 방향이었다”며 “선거운동을 하면서 다닌 경북의 모든 곳이 학교였고, 경북의 모든 도민이 선생님이셨다”고 회고했다.

그는 “이들 도민들의 염원을 고이 담아 경북의 내일을 바꾸기 위하여 교육과정, 교육행정, 교육환경, 교육복지를 기준으로 하는 36가지 공약을 준비했다”고 밝히고, 이 가운데 핵심 5가지 공약을 선보였다. 

그의 1호 공약으로는 소통하는 교육감, 지역과 상생하는 교육청이 제시됐다. 특히 그는 교육청이 이제까지와는 달리 경북지역 경제의 활성화를 주도해나가는 기관이 되어야 한다고 강조해 눈길을 끌었다.

그는 “교육기관이 지역 경제 활성화에 적극 나서야 한다”고 거듭 강조하면서 “이를 위해 지역 향토기업 및 사회적경제 기업과 우선적으로 협력할 수 있는 제도를 강화하고 입찰 방식의 개선과 1차 산업 활성화를 도모하기 위한 일환으로 지역 특산물을 활용하는 급식을 실현하겠다“고 밝혔다.

두 번째 공약으로 그는 품성교육을 꼽았다. 그는 “교육의 근본적인 고민으로 돌아가 자식의 전달보다는 인성의 함양에 집중하는 시스템, 그를 통해 경북의 자랑스러운 정신문화를 계승하는 등 미래의 아이들을 위한 품성교육과정을 만들겠다”고 밝혔다. 특히 이를 위해 “인성교육진흥법을 기반으로 ‘경북품성교육진흥 조례’를 입법하는 한편, 지역의 교육연구소와 협력해 체계적인 품성교육과정을 개발하겠다”고 덧붙였다.

세 번째 공약은 ‘내일을 위한 진로교육’을 주장했다. 그는 자신과 맞는 직업을 찾는 것보다는 다양한 경험을 통해 자신의 적성을 발견하는 교육 프로그램을 예로 들었다. 이를 위해 “지역의 소상공인 연합회를 비롯해 다양한 직능단체와 협력, 현장기반의 진로체험프로그램을 개발하고 사회자본과 연계한 경북형 진로교육인프라를 구축하겠다“고 거듭 강조했다.

네 번째와 다섯번째는 학생 성장 지원 글로벌미래교육과 공정과 상식을 바탕으로 신뢰받는 교육행정을 강조했다. 그는 “상식적이지 못한 의혹을 가진 교육청은 경북교육을 올바른 방향으로 이끌 수 없다”고 강조하고 “공정한 인사행정과 각 직급에 대한 직무분석, 그리고 평가지표”를 강조했다. 

그러면서 “항상 소통하겠다. 엄마의 마음으로 경북의 모든 아이들을 품는 교육감으로써 행복한 경북교육을 반드시 실현시키겠다“고 강조했다.
