【브레이크뉴스 경북】진예솔 기자=임 전 대구시부교육감이 28일 경북교육청 브리핑실에서 기자회견을 열고 “30여 년간 국가 교육정책을 기획·집행해 온 경험을 바탕으로 경북교육의 대혁신을 이끌겠다”며 출마의 변을 밝혔다.

임 전 부교육감은 ‘전 생애주기 교육복지 유토피아’ 실현을 핵심 비전으로 제시하고, 권한 위임과 책임경영을 통해 공정한 교육행정을 이루겠다고 약속했다.

임 후보는 “30여 년 동안 쌓아온 교육정책 역량을 경북교육 대전환을 위해 아낌없이 쏟아붓겠다”며 “제왕적 권한은 내려놓고, 현장에 실질적 권한을 돌려주는 책임경영으로 교육복지를 실현하겠다”고 포부를 밝혔다. 

이어 “무분별한 현금 살포식 정책은 지양하고, 아이들과 지역의 미래를 위해 꼭 필요한 곳에 예산을 집중 투입하겠다”고 강조했다.

임 후보는 자신을 정책, 현장, 이론, 청렴, 소통, 건강 등 여섯 개 분야 역량을 고루 갖춘 ‘육각형 후보’로 소개했다. 교육부와 청와대, 국립대, 시도교육청 등 다양한 정책 현장에서 35년간 교육정책 기획 및 집행을 맡았으며, 현재는 경산 문명고 교장으로 재직하고 있다. 

또 유아 누리과정비 정책과 대학생 국가장학금 제도 설계에 참여한 실무 경험, 교육부 감사총괄담당관 재임 시 반부패·청렴 업무를 총괄한 이력 등을 강점으로 내세웠다.

임 후보가 내놓은 5대 중점 정책의 첫 번째는 ‘바른 인성과 실력 향상’이다. 임 후보는 전국 하위권에 머무르고 있는 경북 고등학생 학력을 획기적으로 끌어올리겠다는 구상을 밝혔다. 

이를 위해 지역의 서원, 향교, 종택 등 인프라를 활용한 인성·예절 교육, 합창 활성화, 달리기 프로그램 등 정서·체력 교육을 강화하고, 기초학력 보장 프로그램을 체계적으로 운영할 방침이다.

두 번째는 ‘전 생애주기 교육복지 실현’이다. 유아부터 성인까지 학습권을 보장하고, 지역 소멸에 대비할 정주형 인재를 양성하는 데 집중하겠다고 약속했다.

유아교육과 보육 격차 해소, 은퇴 신중년을 교육 자원으로 활용하는 평생학습, 고교·대학·지역 산업을 연계한 ‘교육로’ 구축 등이 주요 내용이다. 또 교직원 복지 향상을 위해 파크골프장 등 복지시설 확충도 추진한다는 계획이다.

세 번째는 안전하고 스마트한 교육환경 조성이다. 학교폭력 근절을 목표로 부모교육과 ‘학교폭력 제로운동’을 실시하고, 픽업존·스쿨존 확대 등으로 등·하교 안전을 강화할 방침이다. 플라즈마 방역, 보건교사 확충, 재난 조기경보체계 구축 등 감염병·재난 대응 시스템도 강화하겠다는 구상이다.

네 번째는 AI 및 디지털 글로벌 인재 양성이다. 임 후보는 코딩, 메타버스 교육 확대와 함께 AI 윤리 및 인문교육을 병행해 균형 잡힌 디지털 역량을 키우겠다고 밝혔다. 또한 외국 학교와의 동시수업, 직업계고 해외 인턴십 확대 등으로 도농 간 교육 격차 해소와 글로벌 경쟁력 강화에 나설 계획이다.

마지막으로 공정한 인사·효율적 행정 시스템 구축도 강조했다. 임 후보는 능력 중심의 인사 원칙을 정착시키고, 홍보성 평가는 줄이는 대신 진단 중심의 평가체계를 도입하겠다고 밝혔다. 아울러 교육감 권한을 교육지원청과 학교장에게 과감히 위임하고, 데이터 기반 책임경영을 정착시키겠다고 덧붙였다. 장거리 통근 교직원을 위한 관사 확대 등 교원 복지도 강화할 방침이다.

He currently serves as the principal of Gyeongsan Munmyeong High School.

He also highlighted his practical experience in designing the Nuri Curriculum for Early Childhood Education and the National Scholarship System for College Students, as well as his experience overseeing anti-corruption and integrity efforts while serving as the Director of Audit and Inspection at the Ministry of Education.

The first of the five key policies proposed by Candidate Lim is "Improving Character and Ability." Candidate Lim has announced a plan to dramatically improve the academic performance of Gyeongbuk high school students, which currently ranks among the lowest nationwide.

To achieve this, he plans to utilize local infrastructure, such as seowon (Confucian academies), hyanggyo (Confucian schools), and clan houses, to strengthen character and etiquette education, promote choirs, and provide emotional and physical education programs, including running programs. He also plans to systematically implement programs to ensure basic academic skills.

The second is "Realizing Lifelong Educational Welfare." He pledged to guarantee the right to education from infancy to adulthood and focus on fostering permanent talent to prepare for the future decline of local communities.

Key initiatives include bridging the gap between early childhood education and childcare, leveraging retired middle-aged adults as educational resources for lifelong learning, and establishing "educational pathways" linking high schools, universities, and local industries. Furthermore, the government plans to expand welfare facilities, such as park golf courses, to enhance the well-being of faculty and staff.

Third, the government aims to create a safe and smart educational environment. To eradicate school violence, the government plans to implement parent education and a "Zero School Violence Campaign."
