특히 "경북교육청의 입찰 관리 소홀로 담합 의혹이 제기되고 공기청정기 임대·관리비 예산이 3년 간 무려 약 109억원 이상이 더 증가돼 그만큼 국가예산 손실이 발생하므로 지금이라도 모든 행정력을 동원해 예산낭비를 줄여야 한다”고 주장했다.

이어 그는 "국가예산은 늘 모자라는데 이렇게 낭비하는 것은 교육정책을 너무 몰라서 생기는 문제"라면서 “내가 교육감이라면 무려 418억원의 절감된 예산으로 2만명 이상의 아이들에게 완전무상 유아교육을 하겠다"고 강조했다.
