【브레이크뉴스 경주】박영재 기자=한국원자력환경공단(이사장 차성수)은 지난 7일 중·저준위방사성폐기물 처분시설 2단계 표층처분시설 건설·운영허가안이 제160차 원자력안전위원회의 심의를 통과했다고 8일 밝혔다.

2단계 표층처분시설을 건설하기 위한 신청서를 2015년 12월 제출한 이후 그동안 철저한 안전심사를 받아왔으며, 원자력안전위원회 심의를 통과함에 따라 2단계 표층처분시설의 안전성을 공식적으로 확인받은 것이다.

 

표층처분은 지표면 가까이에 인공구조물 설치하고 방폐물을 처분하는 방식으로 프랑스, 스페인, 영국, 일본 등 많은 국가에서 이 방식의 처분시설을 운영하고 있다. 우리나라는 이번 2단계 처분시설이 안전심사를 통과함에 따라세계에서 6번째로 동굴처분 기술과 표층처분 기술을 모두 확보한 국가가 되었다. 동굴처분시설은 2014년 건설을 완료하고 2015년부터 안전하게 운영해오고 있다.

 

이번 원자력안전위원회 심의를 통과한 표층처분시설은 지진가속도 0.3g의 내진설계를 적용하여 원자력발전소와 동일한 내진성능을 확보하고 있다. 또한,폐쇄후 안전성이 법에서 요구되는 기준(연간 0.1mSv)보다 약 10,000분의 1수준으로 평가되어 2단계 처분시설은 매우 안전한 것으로 확인됐다.

 

2단계 표층처분시설은 67,490m²의 부지에 사업비 약2,600억원이 투입되어 건설된다. 이번 건설사업을 통해 약 2만7천명의 지역인력 고용효과와 약2만 여대의 지역 장비 활용으로 지역경제 활성화에 기여할 것으로 기대된다. 2단계건설공사는 원자력안전위원회로부터 건설운영허가 통보를 받으면 즉시 본격적인 공사가 추진된다.

 

2단계 표층처분시설은 2025년부터 운영이 개시되며, 약20년간 우리나라에서 발생하는 저준위 및 극저준위 방폐물 12만5천 드럼(200L)을 수용하게 된다. 

 

한국원자력환경공단 차성수 이사장은 국민들이 안심하고 지낼 수 있도록 2단계 처분시설을 안전하게 건설하는데 최선을 다할 것이며, 나아가 중저준위 방폐물 관리경험을 토대로 우리나라의 고준위 방사성폐기물 관리 기술 역량도 지속적으로 키워나갈 방침이라고 말했다.

The second stage surface disposal facility will be built on a site of 67,490 m² with an investment of approximately KRW 260 billion. This construction project is expected to contribute to the revitalization of the local economy by employing about 27,000 local workers and utilizing about 20,000 local equipment. In the second phase of construction work, the full-scale construction begins immediately upon receipt of a notice of construction operation permit from the Nuclear Safety and Energy Commission.

 

The second-stage surface disposal facility will be operated from 2025, and will accommodate 125,000 drums (200L) of low-level and ultra-low-level waste generated in Korea for about 20 years.

 

Chairman Cha Seong-soo of the Korea Atomic Energy Environment Corporation said that he would do his best to construct a second-stage disposal facility safely so that the people can live in peace, and furthermore, based on his experience in managing low- and middle-level radioactive waste, he plans to continuously develop Korea's technological capabilities for high-level radioactive waste management. .
