【브레이크뉴스 경주】박희경 기자=한국원자력환경공단(이사장 조성돈)은 지난 11월 24일부터 12월1일까지 일정으로 핀란드 POSIVA 및 스페인 ENRESA를 방문해 방폐물관리 협력 강화를 위한 MOU를 체결했다고 28일 밝혔다.

공단에 따르면 POSIVA는 핀란드 원전사업자 2개사(TVO, FPH)의 공동출자로 설립된 사용후핵연료 처분사업 담당 기관이다. 2001년 올킬루오토(Olkiluoto)에고준위방폐물 처분시설인 온칼로(Onkalo)를 건설하여, `24년 8월부터 시운전 중으로 2025년 세계 최초로 고준위방폐물 처분시설을 운영할 예정이다.

ENRESA는 스페인 방폐물관리 전담기관으로 1992년부터 엘 카브릴(El Cabril)에 중·저준위방폐물 처분시설을 운영하고 있으며, 고준위방폐물은 원전부지내 저장시설에서 관리하고 있다.

공단은 25일 POSIVA 본사에서 일카 포이콜라이넨(Ilkka Poikolainen) Posiva 이사장, 미카 포조넨(Mika Pohjonen) Posiva Solutions 사장이 참석한 3개 기관의 다자간 MOU 체결식을 진행하였고, 27일 Enresa 본사에서 호세 루이스 나바로 리베라(JoseLuis Navarro Rivera) 사장과 양기관의 MOU 체결식을 진행하였다.

공단은 이번 MOU를 통해 방폐물 관리정책 수립 및 부지선정 프로세스,방폐물 처리, 운반, 저장 및 처분, 기타 현안 등에 대한 협력 강화의지를 확인했다.

특히, 핀란드 Posiva 및 Posiva Solutions와의 MOU는지하연구시설 건설 및 운영 경험 공유 및 공동연구 추진, 전문가 교류를 통한 인력 양성 프로그램 운영 추진 등 고준위방폐물 관리사업의 기술역량 확보를 위한 초석이 될 것으로 기대한다.

또한 스페인 Enresa와의 MOU를 통하여 해체폐기물의 처리·처분과 고준위방폐물 중간저장시설 운영에 관한정보 공유를 통하여 공단의 미래사업 추진에 필요한 기반을확충해 나갈 계획이다.

조성돈 이사장은“지난 5월 한국에서 개최한 제7차 ICGR에 이어 기관 간 협력방안 논의를 위한 자리가 마련되어 기쁘게 생각하고 이번 MOU를 기반으로 생산적인 협력활동이 활발히 이루어지길 진심으로 기대하며, 국내에서도 고준위방폐물 관리 특별법 제정을 기점으로 공단 주도의 관리사업추진을 위해 정진해 나가겠다.”고 밝혔다.

 Korea Radioactive Waste Agency Joins Hands with Finland and Spain for Radioactive Waste Management Cooperation

Korea Radioactive Waste Agency (Chairman Cho Sung-don) announced on the 28th that it visited Finland’s POSIVA and Spain’s ENRESA from November 24 to December 1 and signed an MOU to strengthen cooperation in radioactive waste management.

According to the agency, POSIVA is an organization in charge of the spent nuclear fuel disposal business established through joint investment by two Finnish nuclear power plant operators (TVO, FPH). It built the Onkalo high-level radioactive waste disposal facility in Olkiluoto in 2001, and has been in test operation since August 2024. It plans to operate the world’s first high-level radioactive waste disposal facility in 2025.

ENRESA is the Spanish agency in charge of radioactive waste management, and has been operating the low- and intermediate-level radioactive waste disposal facility in El Cabril since 1992, while high-level radioactive waste is managed in a storage facility on the nuclear power plant site.

On the 25th, the agency held a multilateral MOU signing ceremony between the three organizations at the POSIVA headquarters, attended by Ilkka Poikolainen, Chairman of Posiva, and Mika Pohjonen, President of Posiva Solutions. On the 27th, the agency held an MOU signing ceremony between the two organizations at the Enresa headquarters, with President Jose Luis Navarro Rivera.

Through this MOU, the agency confirmed its will to strengthen cooperation in establishing radioactive waste management policies, site selection processes, radioactive waste treatment, transportation, storage and disposal, and other pending issues.

In particular, the MOU with Finland's Posiva and Posiva Solutions is expected to serve as a cornerstone for securing technological capabilities in the high-level radioactive waste management project, such as sharing experiences in the construction and operation of underground research facilities, promoting joint research, and operating a human resource development program through expert exchange.

In addition, through the MOU with Spain's Enresa, we plan to expand the foundation necessary for the promotion of the corporation's future projects by sharing information on the treatment and disposal of decommissioning waste and the operation of an interim storage facility for high-level radioactive waste.

Chairman Cho Seong-don said, "Following the 7th ICGR held in Korea in May, I am pleased that a place has been prepared for discussions on cooperation measures between organizations. I sincerely hope that productive cooperation activities will be actively carried out based on this MOU. We will also work hard to promote the corporation-led management project starting with the enactment of the Special Act on the Management of High-Level Radioactive Waste in Korea."
