이날 군에 따르면 해당 매뉴얼은 CCTV 관제요원 근무수칙, 영상관제 요령, 근무요령 및 영상정보 제공방법 등 총 4장으로 구성됐다.
실시간 CCTV 모니터링을 통해 위험 상황이 포착되면 관제센터에서 신속한 상황 보고와 전파를 통해 혼선을 방지하고 체계적인 대응을 펼칠 수 있다.
군은 이번 매뉴얼 제정을 통해 평상시와 유사시에 따른 관제 요령을 세분화해 범죄 상황이 의심되거나 위험 상황이 예상될 경우 지휘체계에 따라 즉시 보고가 이뤄지도록 했으며, 경찰, 소방 등 유관기관에 신속하게 전파해 사건·사고나 긴급 상황에 빈틈없이 대응하게 된다.
또한, 개인정보보호법에 따라 범죄 수사 등의 목적으로 반출되는 CCTV 영상정보의 반출 절차 및 방법 등도 매뉴얼에 구체적으로 명시해 관제센터의 보안을 강화하고 정보 주체의 권리보호에도 철저함을 기할 방침이다.
김광열 영덕군수는 “관제센터가 군민의 안전을 지키는 파수꾼으로서 유사시 신속하고 적절한 초기 대응을 수행해 골든타임을 확보하는 것이 이번 매뉴얼의 핵심이며 ”이라며, “군민의 생명과 재산을 지키고 안전하고 편안하게 일상에 집중하실 수 있도록 모든 방법과 노력을 아끼지 않을 것”이라고 밝혔다.
