경북도에 따르면, 2025년 태평양참다랑어 총 배정량은 11만kg이며, 이 중 영덕군에는 3만5,780kg이 배정됐다. 이는 도내 포항시(1만8,660kg), 경주시(2,190kg), 울진군(3만1,370kg) 등과 비교해 가장 많은 수치다. 지난해 영덕군의 실제 어획량은 6만4,558kg에 달해 올해 배정량을 훨씬 웃돌았다.

이에 따라 영덕군은 9,500kg의 추가 할당을 받아 총 배정량이 4만7,280kg으로 늘었으나, 7월 7일 기준으로 이미 3만7,592kg을 어획하며 약 80%를 소진한 상태다. 남은 잔량은 약 9,688kg에 불과하다. 특히 최근 들어 어획량이 급증해 7월 6일 하루 동안에만 1만1,744kg이 어획됐으며, 7월 8일까지 누적 어획량은 6만1,600kg에 달했다.

이 같은 어획 급증은 해수 온도 변화 등으로 인해 참다랑어가 포획해역에 대거 출현한 데 따른 것으로 분석된다. 하지만 쿼터 초과 시 위판 금지 규정에 따라 어민들의 경제적 손실 우려가 커지고 있으며, 초과 어획된 참다랑어의 해양 투기 시 해양오염 발생 가능성도 제기되고 있다.

어민들은 정부에 쿼터량 확대와 함께 손실 보상, 위판 허용 등 실질적인 대책 마련을 요구하고 있다. 특히 영덕군 정치망 어민들은 초과 어획분에 대한 수매 또는 정부 차원의 전량 구매를 요청하고 있다.

영덕군은 “정치망 어업에 대해 쿼터 추가 배정을 검토할 필요가 있으며, 어민 생계 보호와 해양환경 보전을 위한 현실적인 쿼터 조정 및 대응책이 시급하다”고 강조했다.

한편, 영덕군은 어민 보호와 지속가능한 수산자원 관리 차원에서 중앙정부와 긴밀히 협의해 제도적 보완에 나설 방침이다.
