【브레이크뉴스 영덕】박영재 기자=영덕군이 영해읍성과 영해장터거리 일원을 전국 최초의 근현대 문화유산 지구로 지정하기 위해 본격적인 행정 절차에 착수했다.

이번 사업은 2024년 시행된 근현대 문화유산의 보전 및 활용에 관한 법률에 근거한 국가 정책사업으로, 등록 문화유산이 집적된 지역을 지구로 지정해 종합적인 보존·활용과 재정 지원을 병행하는 것이 핵심이다.

근현대 문화유산 지구로 지정될 경우 최대 800억 원(국비 50%, 도비 25%, 군비 25%) 규모의 사업비가 투입된다. 군은 이를 바탕으로 서문지와 영해읍성 일부 복원, 건축물 보존 등급에 따른 차등 지원과 매입 등 영해읍성과 영해장터거리 일원에 대한 실질적인 보존·활용 사업을 추진할 방침이다.

또한 주차장·가로경관 정비 등 하드웨어 구축과 함께 해설사 운영, 주민 교육 등 소프트웨어 지원을 병행해 시설 조성 이후 활용도가 떨어지는 기존 재생 사업의 한계를 극복하고 지속 가능성을 확보한다는 구상이다.

군은 올해 안에 시범 지구 지정을 목표로 용역비 10억 원을 선제 확보했으며, 3월 용역 착수를 시작으로 지정 타당성 분석, 현장 조사, 주민 의견 수렴, 문화유산위원회 심의 대응 등을 단계적으로 추진하고 있다. 이를 토대로 9월 지정 예고 및 최종 고시를 이끌어낸다는 계획이다.

김광열 영덕군수는 “영해읍성과 근대역사문화거리를 살아 있는 역사·문화마을로 조성해 지역 소멸에 대응하고 지역 브랜드를 강화하는 핵심 거점으로 육성하겠다”며 “올해 지구 지정을 통해 근대와 현대가 조화를 이루는 전국적 선도 모델로 자리매김하겠다”고 밝혔다.

Its core objective is to designate areas with a concentration of registered cultural heritage sites as districts, providing comprehensive preservation and utilization along with financial support.

If designated as a modern and contemporary cultural heritage district, up to 80 billion KRW (50% national, 25% provincial, and 25% county) will be invested. Based on this funding, the county plans to pursue practical preservation and utilization projects for Yeonghae Eupseong Fortress and the Yeonghae Market Street area, including the restoration of Seomunji Pond and parts of Yeonghae Eupseong Fortress, and differentiated support and purchases based on the preservation grade of the buildings.

Furthermore, the plan aims to overcome the limitations of existing regeneration projects, which often experience low utilization after facility construction, and ensure sustainability by simultaneously implementing hardware such as parking lot and streetscape maintenance, as well as software support such as docent operations and resident education.

The county has secured KRW 1 billion in advance for service costs, aiming to designate a pilot district within this year. Beginning with the service in March, the county is implementing a phased approach, including a feasibility analysis, on-site surveys, gathering public feedback, and responding to the Cultural Heritage Committee's deliberation. Based on these efforts, the county plans to announce the designation in advance and make a final public announcement in September.

Yeongdeok County Mayor Kim Gwang-yeol stated, "We will foster Yeonghae-eupseong Fortress and the Modern History and Culture Street into a living historical and cultural village, fostering them as key hubs to address the region's decline and strengthen its brand. Through this year's district designation, we aim to establish ourselves as a nationally leading model for the harmony between the modern and contemporary."
