영덕군은 4월 1일 ‘신규원전 유치 TF’를 공식 출범하고 전략 수립과 실행을 총괄하는 컨트롤타워를 가동한다고 밝혔다.

TF는 황인수 부군수를 단장으로 △정책·예산 △행정·홍보 △입지·기술 △대외협력 △미래대응 등 5개 분과, 총 30명 규모로 구성됐다. 경상북도와 관계기관의 협력을 기반으로 유치 대응체계를 강화하고 행정 역량을 집중할 방침이다.

앞서 영덕군은 지난 3월 27일 한국수력원자력에 ‘신규 원자력발전소 건설 후보부지 유치신청서’를 제출했다. 해당 신청은 약 두 달간의 공론화 과정을 거쳐 추진됐으며, 군민 수용성이 주요 기반으로 작용했다.

군이 실시한 여론조사에서는 군민의 86%가 원전 유치에 찬성한 것으로 나타났으며, 영덕군의회도 유치 신청 동의안을 만장일치로 의결하고 찬성 결의문을 채택했다.

그동안 영덕군은 읍·면 주민설명회와 전문가 토론회 등을 통해 원전의 안전성과 경제적 효과를 공유해 왔으며, 범군민 결의대회 등을 통해 민관이 함께 유치 의지를 결집해왔다.

또한 TF 출범 이전부터 경상북도 및 유관기관과 협력해 기반을 구축해 왔다. 경상북도개발공사와 업무협약을 체결하고, 경북테크노파크 및 포항테크노파크와 함께 원전 관련 연구용역과 에너지클러스터 조성 연구를 추진하며 유치 준비를 구체화했다.

영덕군은 이번 TF를 중심으로 부지 선정 이후까지 고려한 중장기 전략 수립에도 착수할 계획이다. 인허가 지원, 갈등 관리, 기반시설 확충, 지역산업 연계, 전담 조직 운영 등 전반적인 대응체계를 점검하고 단계별 로드맵을 마련한다는 방침이다.

김광열 군수는 “군민의 높은 관심과 철저한 준비를 바탕으로 유치 대응체계를 더욱 강화해 반드시 신규 원전을 유치하겠다”고 밝혔다.

한편 영덕군이 신청한 원전은 총 2.8GW 규모의 한국형 대형 원전 APR1400 2기로, 영덕읍 석리·노물리·매정리와 축산면 경정리 일원 약 324만㎡ 부지가 후보지로 제시됐다. 해당 지역은 과거 천지원전 예정구역으로 고시된 바 있어 입지 안정성이 확보된 곳으로 평가된다.

Yeongdeok County has launched a dedicated organization to attract a new nuclear power plant, entering into a full-scale campaign to secure the project.

Yeongdeok County announced on April 1st the official launch of the “Task Force for Attracting a New Nuclear Power Plant” and the activation of a control tower to oversee strategy formulation and execution.

The task force is composed of a total of 30 members, headed by Deputy County Head Hwang In-su, and organized into five divisions: Policy & Budget, Administration & Public Relations, Location & Technology, External Cooperation, and Future Response. The county plans to strengthen its response system and concentrate administrative capabilities based on cooperation with Gyeongsangbuk-do Province and relevant agencies.

Previously, on March 27th, Yeongdeok County submitted an “Application for Attracting a Candidate Site for the Construction of a New Nuclear Power Plant” to Korea Hydro & Nuclear Power (KHNP). This application was pursued following a public deliberation process spanning approximately two months, with local acceptance serving as a key foundation.

A public opinion survey conducted by the county revealed that 86% of residents supported hosting the nuclear power plant. The Yeongdeok County Council also unanimously approved the motion to consent to the application and adopted a resolution in favor.

Yeongdeok County has been sharing the safety and economic benefits of the nuclear power plant through town and village resident briefings and expert forums, while the public and private sectors have rallied their determination to host the plant through county-wide rallies.

Furthermore, the county has been building a foundation in cooperation with Gyeongsangbuk-do Province and related organizations even before the launch of the Task Force (TF). It has concretized preparations for the bid by signing a business agreement with the Gyeongsangbuk-do Development Corporation and pursuing research on nuclear power and the creation of an energy cluster in collaboration with Gyeongbuk Technopark and Pohang Technopark.

Centered on this TF, Yeongdeok County plans to embark on establishing a mid-to-long-term strategy that extends beyond the site selection phase. The county intends to review its overall response system—including licensing support, conflict management, infrastructure expansion, linkages with local industries, and the operation of a dedicated organization—and to develop a phased roadmap. County Governor Kim Gwang-yeol stated, “Based on the high level of interest and thorough preparation of the county residents, we will further strengthen our response system for attracting the project and will definitely secure a new nuclear power plant.”

Meanwhile, the nuclear power plant applied for by Yeongdeok County consists of two APR1400 units, a large-scale Korean-type nuclear reactor with a total capacity of 2.8 GW. The proposed candidate site is a site of approximately 3.24 million square meters encompassing Seok-ri, Nomul-ri, and Maejeong-ri in Yeongdeok-eup, and Gyeongjeong-ri in Chuksan-myeon. This area is evaluated as having secured site stability, as it was previously designated as the planned site for the Cheonji Nuclear Power Plant.
