군은 지난 9일부터 여론조사 전문기관 리얼미터와 리서치웰에 의뢰해 조사를 진행했으며, 당초 13일까지 실시할 예정이었으나 목표 표본 수 1,400명이 조기에 확보돼 10일 마무리됐다.

조사 결과 리얼미터(700명 조사)는 85.5%, 리서치웰(704명 조사)은 86.9%가 각각 찬성 의견을 밝혔다. 성별·연령·거주지 등 모든 지표에서 찬성 비율이 높게 나타났으며, 적극 찬성층도 각각 77.5%, 77.1%로 집계돼 찬성 강도 또한 높은 것으로 분석됐다.

지역별로는 영덕읍과 축산면이 87.9%, 88.1%로 가장 높았고, 강구·남정·영해·병곡면은 86%대, 달산·지품·창수면은 75~83%대로 조사됐다. 연령별로는 20대에서 가장 높은 찬성 비율을 보였으며, 다른 연령대에서도 전반적으로 높은 수치를 기록했다.

원전 유치 찬성 이유로는 ‘인구 유입 및 지역경제 활성화’가 각각 56.6%, 58.5%로 가장 많았다. 이어 청년층 등 지역 일자리 창출, 특별지원금 및 지방재정 확충, AI·반도체 등 국가 에너지 정책 차원 필요성 순으로 나타났다.

반대 이유로는 ‘환경 및 건강상 우려’가 각각 43.5%, 42.7%로 가장 높았으며, 원전 안전성 문제, 정부 정책에 대한 신뢰 부족, 지역 내 주민 갈등 등이 뒤를 이었다.

신규 원전 유치를 논의할 때 가장 중요하게 고려해야 할 요소로는 ‘지역경제 및 일자리 효과’가 41.8%, 38.6%로 가장 높은 비중을 차지했다. 이어 주민 안전과 건강, 주민 의견 수렴 및 합의 절차 등이 주요 고려 사항으로 조사됐다.

영덕군은 이번 여론조사 결과를 토대로 신규 원전 유치 동의안을 군의회에 제출하고, 의회 동의를 거쳐 한국수력원자력에 유치 신청을 할 계획이다. 아울러 반대 의견에 대해서도 충분히 검토해 군민 우려를 최소화하겠다는 방침이다.

한편 이번 조사는 9일부터 10일까지 영덕군에 거주하는 만 18세 이상 남녀를 대상으로 유선 100% 무작위 생성 표집틀(RDD)을 활용한 자동응답 방식으로 진행됐다. 총 1,404명(리얼미터 700명, 리서치웰 704명)을 조사했으며, 응답률은 각각 27.1%, 25.6%였다. 표본오차는 95% 신뢰수준에서 ±3.7%포인트다. 표본은 행정안전부 주민등록 인구통계 기준에 따라 성·연령·지역별 비율을 반영해 가중값을 부여했다. 자세한 내용은 13일부터 영덕군 홈페이지 고시·공고를 통해 확인할 수 있다.

When discussing the attraction of new nuclear power plants, "local economic and job benefits" ranked highest at 41.8% and 38.6%, respectively. Resident safety and health, as well as the process of gathering and reaching agreement with residents, were also cited as key considerations.

Based on the results of this public opinion poll, Yeongdeok County plans to submit a motion to the County Council for approval to host a new nuclear power plant and, after obtaining council approval, submit an application to Korea Hydro & Nuclear Power. Furthermore, the county plans to thoroughly review opposing opinions to minimize public concerns.

Meanwhile, this survey was conducted from the 9th to the 10th using a 100% randomly generated sample (RDD) using an automated response system. A total of 1,404 respondents (700 from Realmeter and 704 from Researchwell) were surveyed, with response rates of 27.1% and 25.6%, respectively. The margin of error is ±3.7 percentage points at a 95% confidence level. The sample was weighted based on gender, age, and regional ratios based on the Ministry of the Interior and Safety's resident registration population statistics.
