특히 김 군수는 산불 진화용 임차 헬기 운영비를 국비 보조사업으로 전환해 줄 것을 건의했다. 현재 임차 헬기 운영비의 상당 부분을 지방비로 부담하고 있어 재정 여건이 열악한 지자체의 경우 신속한 산불 대응 체계 구축에 어려움이 있다는 점을 지적하며, 산불을 국가 재난 차원에서 접근해 국비 지원을 확대해야 한다고 요청했다.

아울러 산불 피해지에서 추진 중인 위험목 제거 사업과 관련해 집행 기준을 명확히 해 토사 유출 방지 구조물 설치가 가능하도록 구체적인 기준 마련을 건의했다. 영덕군은 벌채 이후 토사 유출과 산사태 위험이 커지고 있으나, 현행 기준상 재해 예방 시설 설치 범위가 불명확해 주택 인접 급경사지 등 생활권 보호에 한계가 있다는 점을 설명했다.

이와 함께 경북 산불로 송이 생산지의 60% 이상이 피해를 입은 점을 고려해 소나무 조림 복원 기준 마련도 요청했다. 전국 최대 송이 생산지인 영덕군의 지역적 특성과 주민 생계를 감안해 산불 피해지에 대해서는 예외적으로 조림 복원이 가능하도록 제도 개선이 필요하다는 입장이다.

Meanwhile, Yeongdeok County prioritizes forest fire recovery and ensuring resident safety. It will actively work closely with the Korea Forest Service to ensure practical recovery and prevent recurrence measures are implemented on the ground.
