영덕군은 27일 한국수력원자력 본사가 위치한 경주시 를 방문해 ‘신규 원자력발전소 건설 후보부지 유치신청서’를 전달하고, 지역 미래를 좌우할 핵심 사업 유치에 본격 착수했다.

이번 신청은 지난 1월 30일 한수원의 공모 발표 이후 약 두 달간 진행된 공론화 과정을 거쳐 이뤄졌으며, 군민의 높은 지지가 결정적 배경으로 작용했다. 군이 실시한 여론조사 결과 군민의 86%가 원전 유치에 찬성한 것으로 나타났고, 영덕군의회도 유치 신청 동의안을 만장일치로 채택하며 제도적 뒷받침에 나섰다.

군은 그간 읍·면별 주민설명회와 전문가 공개 토론회를 통해 원전 유치의 필요성과 안전성, 경제적 효과 등을 공유해 왔으며, 범영덕원전유치위원회를 중심으로 범군민 결의대회를 개최하는 등 민관 협력을 통한 주민 수용성 확보에도 주력했다.

이번에 신청한 원전은 총 2.8GW 규모로, 한국형 대형 원전인 APR-1400 2기가 건설될 예정이다. 후보지는 영덕읍 석리·노물리·매정리와 축산면 경정리 일원 약 324만㎡ 부지다.

신청서 제출에 앞서 영덕군의회는 지난 23일 임시회를 열고 ‘신규 원전 건설 후보부지 영덕 유치 촉구 건의안’을 만장일치로 채택했다. 이날 방문에는 지역 국회의원과 지방의회 관계자, 유치위원회 대표 등이 함께 참여해 유치 의지를 전달했다.

김광열 군수는 “이번 신청서에는 과거 원전 사업 백지화의 아쉬움을 딛고 재도약하려는 군민의 염원이 담겨 있다”며 “부지 선정과 건설 전 과정에서 정보를 투명하게 공개하고 주민 참여를 보장하겠다”고 밝혔다.

이어 “영덕이 동해안 에너지 산업의 중심 도시로 도약할 수 있도록 모든 행정 역량을 집중하겠다”고 강조했다.

A public opinion survey conducted by the county showed that 86% of residents supported hosting the nuclear power plant, and the Yeongdeok County Council also unanimously adopted a motion to consent to the application, providing institutional backing.

The county has been sharing the necessity, safety, and economic benefits of hosting the nuclear power plant through resident briefings in each town and township, as well as public expert forums. It has also focused on securing public acceptance through public-private cooperation, such as holding county-wide resolution rallies centered around the Pan-Yeongdeok Nuclear Power Plant Attraction Committee.

The proposed nuclear power plant has a total capacity of 2.8 GW, with plans to construct two APR-1400 units, a large-scale Korean-designed nuclear reactor. The candidate site is a site of approximately 3.24 million square meters encompassing Seok-ri, Nomul-ri, and Maejeong-ri in Yeongdeok-eup, and Gyeongjeong-ri in Chuksan-myeon.

Prior to the submission of the application, the Yeongdeok County Council held an extraordinary session on the 23rd and unanimously adopted a "Resolution Urging the Attraction of Yeongdeok as the Candidate Site for the New Nuclear Power Plant." Local National Assembly members, local council officials, and representatives of the Attraction Committee participated in the visit to convey their determination to host the plant.

County Governor Kim Gwang-yeol stated, “This application embodies the aspirations of the county residents to make a fresh leap forward, overcoming the disappointment of the past cancellation of the nuclear power plant project,” adding, “We will transparently disclose information throughout the entire process of site selection and construction and guarantee resident participation.”

He further emphasized, “We will concentrate all administrative capabilities to enable Yeongdeok to leap forward as a central city for the energy industry on the East Coast.”
