‘다시 온 황금은어, 다시 ON 영덕’을 주제로 열린 이번 축제는 지난 3월 경북 동해안을 강타한 대형 산불 이후 처음 열린 대규모 행사로, 산불 피해 극복과 이재민 위로의 장으로 주목받았다. 축제 기간 동안 이재민을 위한 배려석이 마련됐으며, 더위를 식힐 수 있도록 냉방버스 2대가 상시 운영되는 등 세심한 행사 운영이 돋보였다.

대표 프로그램인 ‘황금은어 반두잡이 체험’은 은어를 대량 공급해 누구나 은어잡이를 체험할 수 있도록 해 큰 인기를 끌었으며, 어린이 맨손잡이 체험과 가족 물놀이장, 거리 버스킹, 물풍선 이벤트, 스타쇼 콘서트 등 다채로운 프로그램이 축제의 흥을 더했다.
