어촌신활력증진사업은 해양수산부 공모사업으로, 낙후된 어촌의 경제와 정주 여건을 개선하고 인구 유입을 촉진하기 위한 국가 지원 사업이다. 강구항 사업은 ‘어촌 경제플랫폼 조성’을 목표로 하는 유형1 사업으로, 기본계획이 승인된 것은 전국 지자체 중 최초의 사례다.

이번 승인으로 영덕군은 총 300억 원(국비 150억 원 포함)의 예산을 투입해 2027년까지 강구항과 반경 5km 이내 지역을 어촌경제의 거점으로 집중 육성하게 된다. 향후 본격적인 실시설계 및 공사 절차에 돌입할 계획이다.

강구항은 연간 300만 명 이상의 관광객이 찾는 영덕대게의 본고장이자, 5,000억 원 규모의 민간투자가 진행 중인 지역으로서, 환동해권 해양관광의 중심지로 성장하고 있다. 수산가공업체와 영덕로하스 수산식품지원센터 등 R&D 기반도 함께 갖추고 있어 향후 수산경제의 중추적 역할이 기대된다.

그러나 강구항 일대는 체류형 관광 자원 부족, 정주 여건 낙후, 창업 생태계 미비, 수산 고차가공 인프라 부족 등의 한계를 드러내고 있다. 이에 영덕군은 이번 신활력증진사업과 민간투자를 연계해 수산식품 산업과 관광산업이 융합된 경제 플랫폼을 조성한다는 방침이다.

특히, 강구면 금호리 일원에는 창업·교육·컨설팅·정보교류를 통합 지원하는 ‘영덕 U&I 수산복합플랫폼’이 조성되며, 예비 창업자를 위한 ‘Blue-road 빌드업 프로그램’도 운영된다. 이를 위해 영덕군은 지난해 12월 경북창조경제혁신센터, 대구한의대 산학협력단과 업무협약을 체결, 지역 창업 생태계 구축에 박차를 가하고 있다.

또한, 기존 영덕 제1로하스 특화농공단지와 수산식품지원센터, 앞으로 조성될 제2로하스 특화농공단지 및 스마트 수산가공 종합단지와의 연계를 통해 수산식품 가공 거점으로서의 입지를 더욱 확고히 할 계획이다.

정주환경과 교통 인프라 개선도 병행된다. 삼사해상공원~오포3리를 잇는 진입도로 신설과 함께 7번 국도 확장, 강구해상대교 건설이 맞물리며 상습 정체를 빚던 교통 문제가 해소될 것으로 기대된다. 또한, 청년 창업인과 근로자들을 위한 ‘영덕 U&I 주거플랫폼’도 조성돼 인구 유입과 지역 정착을 유도한다.

관광 인프라 확충에도 박차를 가한다. 오포3리 스카이워크 설치, 삼사해상공원 및 해파랑공원의 야간 경관 개선 사업 등을 통해 지역 관광의 질을 높이고, 주민에게는 새로운 활력을 제공할 계획이다.

이밖에 공용 해수 취수시설 설치를 통해 오포 해변의 해수 순환 문제와 장마철 해수 공급 애로사항을 해소해 지역 상권 활성화에도 기여할 것으로 보인다.

김광열 영덕군수는 “이번 사업은 지역의 고질적인 현안을 해결하고 강구항의 경제·관광 잠재력을 폭발시키는 마중물”이라며, “영덕이 환동해권의 수산식품 및 관광산업을 이끄는 핵심 경제 거점으로 자리잡을 수 있도록 최선을 다하겠다”고 밝혔다.

Expansion of tourism infrastructure will also be spurred. The plan is to improve the quality of local tourism and provide new vitality to residents through projects such as the installation of the Opo 3-ri Skywalk and the improvement of the nighttime scenery of Samsa Marine Park and Haeparang Park.

In addition, the installation of a public seawater intake facility is expected to contribute to the revitalization of the local commercial district by resolving the seawater circulation problem of Opo Beach and the difficulty in supplying seawater during the rainy season.

Yeongdeok County Governor Kim Gwang-yeol said, “This project is a stepping stone to solve chronic local issues and to explode the economic and tourism potential of Ganggu Port,” and added, “We will do our best to ensure that Yeongdeok becomes a key economic hub leading the seafood and tourism industries of the East Sea region.”
