경북도에 따르면  탄소산업육성위원회는 이달희 경제부지사를 위원장으로 13명(당연직 2, 위촉직 11)의 탄소 관련 전문가로 구성돼 경상북도 탄소산업육성 종합계획과 시행계획, 탄소산업 육성을 위한 행․재정적 지원 등 주요 정책에 대한 심의 및 자문 역할을 담당한다.

경북도는 영천·경산의 1300여개 자동차 부품기업, 구미·칠곡의 520여개 스마트기기 기업, 포항·경주의 900여개 철강기업 등 탄소 소재 수요산업군의 최대 분포지로, 탄소산업을 통해 지역 주력산업의 새로운 동력을 창출할 수 있을 것으로 판단하고 관련 산업을 육성해왔다.

그동안 경북도는 2017년부터 탄소산업 클러스터 조성사업을 시작으로 탄소성형부품 설계해석 및 상용화 기반구축, 탄소소재부품 리사이클링 기반구축 사업을 통해 개발제품 기획 단계의 탄소복합재 설계 해석 기술 지원부터 재생 탄소섬유 부품 재제조 지원까지 전 공정의 기술 지원이 가능한 인프라를 구축했고, 인조흑연 부품 국산화 및 상용화를 위해 반도체 이차전지부품용 인조흑연 테스트베드도 구축 중이다.

또 지역의 산·학·연·관이 공동으로 탄소산업분야 인력 양성을 위해 이공분야 대학중점연구소 지원사업('18~'27, 64억원)을 추진하는 등 인프라 구축, 기술개발(R&D), 기업지원, 전문 인력양성 등 전방위적인 노력을 하고 있다.

또한 지난해 경북도는 탄소복합재, 인조흑연 등 탄소소재 수요기업과 연계한 기술개발, 대학중점연구소를 통한 기술기반의 인재양성, 지역기업과 해외기관 간 공동 기술개발 지원 등 분야별 총 16개 과제를 추진해 반도체․이차전지부품용 인조흑연 테스트베드구축 공모 선정, 방산항공우주용 탄소소재부품 랩팩토리 구축 국비 확보 등 총600억원 규모의 사업을 국가 사업화하는 성과를 거뒀다.

2023년 시행계획은 지난 2021년 수립된 경상북도 탄소산업육성 종합계획('22~'26)에 따른 2023년도 세부 추진계획으로, 5대 분야 총 23개 과제를 추진하도록 계획됐다.

지역산업 특성을 고려한 경북형 탄소소재부품 기술 육성, 기업의 기술 상용화를 돕는 탄소산업 생태계 강화 기반조성, 기술 기반의 인재와 기업을 양성하는 탄소기업 육성 및 전문인력 양성, 국제협력네트워크 구축, 한국탄소산업진흥원 경북분원 유치를 중심으로 경상북도 탄소산업을 체계적으로 육성할 계획이다.
