22일 영주시에 따르면 시는 단순 신분 확인 등 필요성이 낮은 사무에도 인감증명서 의무 제출이 규정된 자치법규를 (전자)본인서명사실확인서 또는 신분증을 제출하도록 일괄 개정하는 조례안이 지난 19일 영주시의회 임시회에서 통과됐다고 밝혔다. 개정된 조례, 규칙, 훈령안은 이달 중 공포·시행될 예정이다.

앞서, 정부는 지난 1월 말 국가법령과 자치법규 등을 전수조사해 파악한 전체 인감증명 요구사무 2천608건 중 단순 본인 확인 등 필요성이 낮은 사무 2천145건(82%)을 2025년까지 단계적으로 정비할 계획을 밝힌 바 있다.

조낭 새마을봉사과장은 “이번 일괄 개정으로 행정비용 절감과 시민 편의 증대가 기대된다”며 “시민이 체감할 수 있는 민원행정 개선을 위해 적극 노력하겠다”고 말했다.

한편, 인감증명서와 동일한 효력을 가진 본인서명사실확인서는 사전에 신고할 필요 없이 전국 읍면동 행정복지센터 어디나 방문 신청하면 신분 확인 후 바로 발급받을 수 있다. 본인서명사실확인서 이용 활성화를 위해 2028년까지 한시적으로 1통당 600원인 발급 수수료가 면제된다.
