주인공은 ㈜새천년미소 소속 51번 버스를 운전하는 김수찬(65) 기사. 김 씨는 지난 1일 밤, 경주시내에서 KTX 경주역(구 신경주역)으로 향하던 외국인 남녀 승객이 버스에 탑승한 것을 확인했다. 그러나 해당 시간대 51번 버스의 종점은 경주역이 아닌 7.8㎞ 떨어진 문화고등학교 앞이었다.
