16일 경주시에 따르면 ‘해오름동맹 2024년 도시발전 시행계획’은 경제·산업·해양, 교통기반 인프라, 문화·관광, 방재·안전, 추진체계 및 제도 등 5대 분야 36개 사업을 담고 있다.

△친환경에너지 기반의 신산업 육성 및 단일 경제권 형성 △동일 생활권‧경제권으로서의 기능 강화를 위한 초광역 교통망 연계 △기능적‧물리적 관광 연계성 강화 △재난‧사고 공동대응을 위한 지역 간 지능형 협력체계 구축 △해오름동맹 추진체계 구축과 제도마련 등이 골자다.

해오름동맹 3개 도시는 ‘해오름동맹 2024년 도시발전 시행계획’에 따라 분과별 실무협의회를 구성하고 초광역 공동협력사업을 본격 추진한다는 계획이다.

김두겸 울산시장은 “이번 시행계획과 공동협력사업을 본격 추진함에 따라 해오름동맹 강화 뿐 아니라 해오름동맹 3개 도시의 연계협력을 통해 수도권 집중화와 인구 유출 등 지방소멸 시대 극복에 기여할 수 있을 것으로 기대한다”고 밝혔다.

이강덕 포항시장은 “해오름 친환경 첨단산업벨트 조성처럼 지방시대를 선도할 수 있는 성장동력을 비롯해 시민들이 체감할 수 있는 공동협력사업들을 착실히 진행하여 해오름동맹 3개 도시의 유기적 발전으로 거듭날 수 있도록 하겠다”고 밝혔다.

주낙영 경주시장은 “해오름동맹 도시발전 시행계획의 밀도있는 추진으로 해오름동맹 3개 도시 간 연계협력의 강화와 더 나아가 해오름동맹이 초광역 상생모델의 선두주자가 될 수 있기를 기대한다”고 밝혔다.

한편 해오름동맹은 지난 2016년 6월 울산~포항 고속도로 개통을 계기로 생활권역으로 묶인 경주·울산·포항 3개 도시의 행정협의체다.

동맹 결성 이후 지속적으로 공동협력사업을 추진하여 산업·연구개발(R&D) 분야, 문화‧관광‧교류 분야, 도시기반(인프라) 분야, 농‧축산 분야 등 다양한 분야에서 공간적‧기능적으로 연계성을 높여왔다.

특히 지난해 해오름동맹 3개 도시는 울산연구원·경북연구원을 통해 ‘해오름동맹 도시발전 전략연구’를 추진한 결과, 6개 분야 부분별 발전 전략 도출 및 47개 사업을 발굴해 이를 바탕으로 ‘해오름동맹 2024년 도시발전 시행계획’을 수립한 바 있다.
