 경주시는 25일 경상북도와 함께 ‘경상북도 경주역세권 투자선도지구’ 지정 신청서를 국토교통부에 제출했다고 밝혔다. 이로써 역세권 개발을 위한 첫 공식 절차가 본격적으로 개시됐다.

경주역세권 투자선도지구는 2022년 12월 국토부 공모사업에 선정된 대규모 도시 개발 프로젝트로, KTX 경주역 일대를 경주의 신도심으로 육성하는 것이 목표다. 

개발 면적은 약 96만1,000㎡(29만평)로, 주거·상업·업무 기능이 집약된 새로운 복합생활권이 조성될 예정이다. 총사업비 5,096억 원 중 5,041억 원이 민간 투자로 마련되는 점도 특징이다.

경주시는 공모 선정 이후 개발계획 수립, 환경·교통영향평가, 전문기관 검토 등 주요 절차를 신속하게 완료해 사업 추진 기반을 구축해 왔다. 같은 공모에 선정된 속초·통영역세권 개발이 아직 계획 단계에 머물러 있는 것과 비교하면 상당히 빠른 속도라는 평가가 나온다.

투자선도지구 지정은 경상북도지사 신청 후 국토교통부 장관 승인의 형태로 진행되며, 관계 부처 협의와 국토정책위원회 심의를 거쳐 약 6개월이 소요될 전망이다. 

경주시는 다음 달 주민설명회를 시작으로 ▲2026년 상반기 지구지정 승인 ▲2028년 사업시행자 지정 및 실시계획 승인 ▲2029년 토지보상 착수 ▲2033년 부지조성 준공 등 중장기 로드맵을 제시했다.

역세권 개발과 연계한 교통 인프라 확충도 함께 추진된다. 경주시는 KTX 환승 이용 편의를 높이기 위해 복합환승센터 건립 기본구상 용역을 진행 중이며, 국토부 대도시권광역교통위원회의 혁신모델 컨설팅 공모에도 참가했다. 복합환승센터는 KTX·광역·시외·시내버스·택시·승용차를 한곳에서 연계할 수 있는 통합 교통시설로, 조성 시 이동 편의와 접근성이 크게 향상될 것으로 기대되고 있다.

주낙영 경주시장은 “KTX 경주역 일대를 경주의 관문이자 새로운 성장축으로 만들기 위해 역세권 개발을 차질 없이 추진하겠다”며 “시민들이 체감할 수 있는 교통·생활 기반을 갖춘 미래형 도시 공간 조성에 힘쓰겠다”고 밝혔다.

KTX Gyeongju Station Area Development Begins in Full Swing… Ministry of Land, Infrastructure and Transport Review Process Entered

The KTX Gyeongju Station Area Development Project is gaining momentum as it enters the Ministry of Land, Infrastructure and Transport (MOLIT) review stage.

Gyeongju City announced on the 25th that it, together with Gyeongsangbuk-do Province, submitted an application to the MOLIT for designation as the "Gyeongsangbuk-do Gyeongju Station Area Investment Pilot Zone." This marks the first official step in the development process.

The Gyeongju Station Area Investment Pilot Zone is a large-scale urban development project selected through a MOLIT public offering in December 2022. Its goal is to develop the area around KTX Gyeongju Station into a new downtown area for Gyeongju.

The development area will span approximately 961,000 square meters (290,000 pyeong), creating a new mixed-use area combining residential, commercial, and office functions. A notable feature of the project is that 504.1 billion won of the total project cost of 509.6 billion won will be funded by private investment.

Since being selected for the public contest, Gyeongju City has swiftly completed key procedures, including development planning, environmental and transportation impact assessments, and expert review, laying the foundation for project implementation. This is considered a significant leap forward compared to the Sokcho-Tongyeong area development project, which was also selected through a public contest and is still in the planning stage.

Designation as an investment pilot zone requires an application from the Governor of Gyeongsangbuk-do Province and approval from the Minister of Land, Infrastructure and Transport. The process is expected to take approximately six months, following consultations with relevant ministries and deliberation by the National Land Policy Committee.

Gyeongju City has presented a mid- to long-term roadmap, beginning with a resident briefing session next month. This includes: ▲ approval of the zone designation in the first half of 2026; ▲ designation of a project developer and approval of the implementation plan in 2028; ▲ commencement of land compensation in 2029; and ▲ completion of site development by 2033.

Transportation infrastructure expansion linked to the development of the station area will also be pursued concurrently. To improve the convenience of KTX transfers, Gyeongju City is currently conducting a basic design project for the construction of a multi-modal transfer center. The city also participated in the Ministry of Land, Infrastructure and Transport's Metropolitan Area Transportation Committee's Innovation Model Consulting Competition. The multi-modal transfer center, an integrated transportation facility connecting KTX, metropolitan/intercity buses, city buses, taxis, and passenger cars, is expected to significantly improve convenience and accessibility.

Mayor Joo Nak-young of Gyeongju City stated, "We will push forward with development around the KTX Gyeongju Station area without a hitch to establish it as a gateway and new growth axis for Gyeongju. We will strive to create a future-oriented urban space equipped with a transportation and living infrastructure that citizens can experience."
