고향사랑기부제는 개인이 주민등록상 주소지를 제외한 지방자치단체에 기부하면, 해당 지자체가 이를 지역 발전과 주민 복리 증진 사업에 활용하는 제도다. 기부자는 세액공제 혜택과 함께 지역 특산품을 답례품으로 받을 수 있어 ‘절세’와 ‘나눔’, ‘명절 선물’ 효과를 동시에 기대할 수 있다.

제도 시행 3주년을 맞은 경주시는 설 명절을 계기로 기부 참여 확대와 답례품 홍보 강화에 나섰다. 특히 명절 선물 수요가 집중되는 시기를 활용해 고향사랑기부제를 지역 농·축·수산물 소비 촉진과 연계하는 전략을 펼치고 있다.

답례품 대부분이 지역에서 생산·가공된 상품으로 구성돼 있어 기부가 곧 지역경제 활성화로 이어지는 구조다. 설을 앞두고는 한우, 제철 과일, 전통과자, 가공식품 세트 등이 선물용으로 인기를 끌고 있으며, 기업체와 향우회를 중심으로 단체 기부 문의도 이어지고 있다.

올해 경주시의 고향사랑기부금 모금 목표액은 5억 원이다. 개인은 연간 최대 2천만 원까지 기부할 수 있으며, 주민등록상 주소지가 경주가 아닌 경우 누구나 참여 가능하다. 기부는 온라인 ‘고향사랑e음’ 누리집을 통해 간편하게 신청할 수 있고, 농협은행 및 지역 농협 방문을 통한 오프라인 접수도 가능하다.

세제 혜택도 강화됐다. 2026년 1월 1일부터는 10만 원까지 전액 세액공제가 적용되며, 10만 원 초과 20만 원 이하 금액은 44%, 20만 원 초과분은 16.5%의 공제율이 적용된다. 아울러 기부금액의 30% 이내 범위에서 답례품을 선택할 수 있어 명절 선물을 준비하는 시민들에게 실질적인 혜택으로 작용하고 있다.

현재 경주시는 30종의 답례품을 운영 중이다. 농·수산물 분야에는 경주이사금 제철과일(토마토·멜론), 경주천년한우, 한돈 삼겹·목살 혼합세트, 경주이사금 쌀, 새송이버섯, 발효 홍국쌀 등이 포함돼 있다. 가공식품으로는 경주빵, 황남빵, 찰보리빵, 교동법주, 전통차, 와인, 들기름, 배숙 등이 마련돼 있으며, 전통 유기·도자기 등 공예품과 경주페이, 경주몰 포인트 등 문화·관광형 상품도 선택 가능하다.

모금된 기부금은 별도로 설치된 고향사랑기금을 통해 사회적 취약계층 지원, 청소년 육성, 문화·예술·보건 증진, 지역공동체 활성화 사업 등에 활용된다. 지난해에는 경주시장애인종합복지관 노후 통학버스 교체 지원이 고향사랑기금 제1호 사업으로 추진돼 교통약자 이동 편의 개선에 기여했다.

경주시는 제도 시행 이후 안정적인 모금 흐름을 이어가고 있다. 2023년 5,240건(6억4,200만 원), 2024년 5,642건(6억2,100만 원), 2025년 5,483건(6억3,200만 원)을 기록하며 전국 기부자와 향우들의 꾸준한 참여를 이끌어내고 있다.

Individuals can donate up to 20 million won annually, and anyone whose registered address is not in Gyeongju is eligible to participate. Donations can be conveniently made online through the "Hometown Love e-um" website, or in person at Nonghyup Bank or local agricultural cooperatives.

Tax benefits have also been enhanced. Starting January 1, 2026, the full tax deduction will apply up to 100,000 won.
