경주시는 정부의 인구감소관심지역 제도 개편에 따라, 그동안 인구감소 관심지역으로 분류돼 있던 경주시가 인구감소지역에 준하는 수준의 지원 대상에 포함됐다고 7일 밝혔다.

경주시는 지난 2021년부터 인구감소 관심지역으로 지정돼 왔으나, 관련 법적 근거가 미흡해 정책적·재정적 지원에 한계가 있었고, 이에 따라 인구 감소에 대한 실질적인 대응에는 어려움이 있었다.

그러나 최근 관련 법과 제도가 정비되면서 인구감소 관심지역 역시 인구감소지역과 유사한 수준의 행·재정적 지원을 받을 수 있는 제도적 기반이 마련됐다. 이에 따라 경주시는 인구 감소 대응을 위한 중장기 계획 수립은 물론, 국비 공모사업과 각종 재정 지원 사업에 참여할 수 있게 됐다.

시민들이 체감할 수 있는 변화도 기대된다. 1주택자가 수도권 외 인구감소 관심지역에 주택을 추가로 구입할 경우 양도소득세와 종합부동산세 부담을 완화해 주는 ‘세컨드홈’ 세제 혜택을 비롯해, 정부 차원의 다양한 행정·재정적 지원이 적용될 전망이다.

이 같은 제도 변화는 외부 인구 유입과 생활 인구 확대에도 긍정적인 영향을 미칠 것으로 시는 기대하고 있다.

경주시는 이번 제도 개선을 계기로 인구 감소 대응 정책을 보다 체계적으로 추진할 수 있는 환경이 조성됐다고 평가했다.

주낙영 경주시장은 “경주는 인구감소 관심지역으로 지정돼 있었지만 실제로 활용할 수 있는 지원은 제한적이었다”며 “이번 제도 개선을 계기로 시민들이 변화를 체감할 수 있는 정책을 단계적으로 추진해 나가겠다”고 말했다.
