【브레이크뉴스 대구 】이성현 기자=국민의힘이 경선시 현역 단체장의 교체지수를 적용할 것으로 보인다. 

국민의힘 공천 심사 일정이 다가오면서 현역 기초단체장의 교체지수 적용 여부가 지역사회의 관심으로 떠오르고 있는 가운데 달성군을 제외한 나머지 7개 지역에서 현역과 신인간의 대결이 예정되어 있는 대구의 경우, 현역에 대한 교체지수를 적용해야 한다는 주장이 높아지고 있다. 

특히, 최근 들어 지역민들 사이에서도 현역 교체지수에 대한 관심이 뜨거워지고 있어, 대구와 경북공천관리위원회가 이 문제를 어떻게 다루느냐에 따라 몇 몇 개 지역에서는 현역 단체장의 교체가 뒤따를 것이란 전망이다. 

취재결과를 종합하면, 현역 단체장 교체제수는 불가피하다는 관측이다. 대구지역 정가 한 관계자는 “현역 단체장의 교체지수 적용은 주민들의 단체장에 대한 피로감을 알아볼 수 있을 뿐 아니라, 당선되더라도 교체지수라는 것이 임기 내내 작용해 일을 게을리 할 수 없게 만들 수 있다. 또, 신인이 현역의 장벽을 넘어 서기 위해서도 이 제도는 반드시 필요하다”고 주장했다.

국민의힘 한 관계자는 “대구의 경우, 현역 단체장에 대한 주민들의 피로감이 높은 지역들이 있는 것으로 안다”며 “이들 지역 주민들의 바램을 외면할 수 없을 것”이라며 교체 지수 적용 가능성을 시사했다. 교체제수를 적용하게 될 경우, 대구에서는 2~3곳 단체장이 위험해 질 수 있다는 분석도 있다.  

공천은 대부분 경선을 치를 것으로 보인다. 단, 1위와 2위간의 격차가 클 경우에는 별다른 경선 과정 없이 1등 단독 공천이 유력하다. 경선은 기본적으로 1,2위간 1:1로 하는 것을 원칙으로 하되, 예를 들어 1,2,3위가 오차범위 내 차이를 보일 경우에는 3명을 경선에 부쳐 그 중 한명을 택할 것으로 보인다. 

단독 공천을 신청한 수성구 등에 대하여는 공관위에서 자격 심사를 한 뒤 특별한 사유가 없다고 판단되면 중앙당에 후보 승인 요청으로 공천을 마무리 지을 것이란 게 대부분 이야기다. 

범죄 경력의 경우, 성범죄 등 우리 사회가 중하게 보고, 지탄이 될 중대 범죄는 사면을 받았더라도 공천에서 아예 배제될 가능성이 높다. 반면, 어쩔 수없이 일어날 수 있는 범죄의 경우에는 정상 참작이 적용될 것으로 보인다. 예를 들어 음주 운전의 경우, 윤창호 법 이전과 이후로 나누어 이전에 발생한 사건은 2건 정도에 한해서는 면죄부를 적용하되, 윤창호 법 이후 발생한 사건의 경우, 대인 대물 등 사건의 중함이 있다고 판단되면 공천에서 배제시키는 경우 등이 그런 예다. 

또, 사업을 하다 생긴 범죄, 예를 들어 세금 관련 범죄의 경우도 벌금형은 인정하되, 집행유예나 징역형은 공천 배제가 예상된다. 범죄의 경우는 결국 사회적으로 지탄 받는 범죄를 저지른 사람은 무조건 걸러질 가능성이 높아 보인다. 

경북의 경우도 대략 비슷하게 가지 않겠느냐는 시각이다. 대구경북 공관위 모두 오는 17일 필기 시험을 시작으로 여론조사 및 지역 민심 탐방 등 본격적인 공천심사에 돌입할 예정이다.
