여의도 면적의 3배에 달하는 포항제철소의 생산라인이 완전히 침수된 사상 초유의 재난을 135일 만에 복구했다는 놀라운 소식에 지역학과 사회학, 문학 등 다양한 분야의 필진 19인이 모여 피해현장을 둘러보고 제철소 복구작업에 참여한 이들을 인터뷰하면서 유례없이 빨랐던 복구 과정을 추적했다.

변압기 폭발로 전기가 끊기고 통신까지 두절된 암흑천지의 침수현장에서 새내기 직원 한 명조차 빠짐없이 밤 새워 복구작업에 나섰다는 회고는 놀라웠다.

포스코 임직원뿐만 아니라 협력사 직원까지 전국 각지에서 몰려와 진흙을 제거하는 수작업에 일손을 보탰다. 국내외 고객사, 공급사도 도움의 손길을 건넸고 군부대, 시민 등 지역사회도 격려와 응원을 보냈다.

모든 공장이 가동을 멈춘 날, 포항제철소는 물에 잠기고 하나의 고립된 섬이 되었다. 변압기 폭발로 변전소가 기능을 멈추고 통신까지 두절된 암흑천지. 손전등으로 길을 밝힌 채 변전소의 물을 퍼내고, 부품을 교체하고, 진흙을 닦아 냈다. 전기가 들어오면서 복구작업이 본격적으로 시작되자 젖은 부품을 말리는 드라이어가 속속 공수됐고, 물펌프가 가동됐다.

포항제철소 피해복구에 참여한 연인원은 무려 140만여 명. 포항과 광양 두 제철소의 전ㆍ현직 직원들은 추석연휴와 주말을 반납하며 공장 복구에 힘을 쏟았다. 국내외에 걸친 포스코의 전체 협력사, 고객사뿐만 아니라 지역사회와 대한민국 전역에서 수많은 사람들이 유ㆍ무형의 지원을 아끼지 않았다. 공무원과 해병대, 소방대 등도 가세했다. 1만 3,500개의 모터를 수리하는 일에 건조기가 있는 전국의 공장들이 모두 팔을 걷어붙였다.

POSTECH Convergence Civilization Research Institute published 'A Miracle Created Together, Unextinguished Flame', a record of POSCO's desperate struggle with people who overcame the mega-disaster caused by Typhoon Hinnamno in 135 days.

With the amazing news that the Pohang Steelworks production line, which is three times the size of Yeouido, was completely submerged, it was restored in 135 days. By interviewing those who participated in the restoration work, we traced the unprecedentedly fast restoration process.

It was surprising to recall that even a new employee worked all night to recover from a flooded site in a dark world where electricity was cut off due to a transformer explosion and communication was cut off.

Not only POSCO employees, but also employees from partner companies came from all over the country to help with the manual work of removing mud. Customers and suppliers at home and abroad extended a helping hand, and local communities such as military bases and citizens also sent encouragement and support.

For 135 days, about 1.4 million workers, an average of 15,000 people per day, struggled to restore the factory. On the day all factories stopped operating, the Pohang Works was submerged and became an isolated island. A transformer explosion stopped the function of the substation and cut off communication. Illuminated the road with a flashlight, the substation was emptied, parts replaced, and mud washed away. As electricity came in and restoration work began in earnest, dryers to dry wet parts were airlifted one after another, and water pumps were started.

A whopping 1.4 million people participated in the restoration work at the Pohang Steelworks. Former and current employees of the two steel mills in Pohang and Gwangyang devoted their efforts to restoring the factories by returning the Chuseok holiday and weekends. Not only all of POSCO's partners and customers at home and abroad, but also countless people in the local community and throughout Korea provided tangible and intangible support.
