대구경북선거관리위원회는 제22대 국회의원선거를 60일 앞둔 2월 10일부터 선거일까지 누구든지 정당(창당준비위원회 포함)이나 후보자(입후보예정자 포함) 명의로 선거에 관한 여론조사를 할 수 없고, 지방자치단체장은 정당이 개최하는 정견·정책발표회 등 정치행사에 참석할 수 없다고 밝혔다.

선관위에 따르면 누구든지 ▲투표용지와 유사한 모형에 의한 방법으로 선거에 관한 여론조사를 하거나 ▲후보자 또는 정당 명의로 선거에 관한 여론조사를 할 수 없다.

다만, 후보자들이 후보단일화를 위해 선거구민을 대상으로 여론조사를 실시하고 지지율 수치 등 그 결과를 외부에 공표하지 않고 내부자료로써 활용할 수는 있다. 또, 당헌·당규 또는 경선후보자간 서면합의에 따라 당내경선을 대체하는 여론조사는 정당 명의로 실시할 수 있다. 그렇지만 정당 또는 후보자가 실시한 해당 선거에 관한 여론조사 결과는 선거일의 투표 마감 시각까지 공표 또는 보도할 수는 없다.

이와 함께 지방자치단체장의 선거에 영향을 미치는 행위도 일절 금지된다. 지방자치단체장은 ▲정당의 정강·정책과 주의·주장을 선거구민 대상으로 홍보·선전하는 행위 ▲정당이 개최하는 시국강연회, 정견·정책발표회, 당원연수·단합대회 등 일체의 정치행사에 참석하는 행위 ▲선거대책기구, 선거사무소, 선거연락소를 방문하는 행위가 일체 금지된다.

이와 함께 지방자치단체장과 소속 공무원은 교양강좌, 사업설명회, 공청회, 직능단체모임, 체육대회, 경로행사, 민원상담 기타 각종 행사를 개최하거나 후원하는 것도 불가하다. 

다만, 창당·합당·개편대회 및 후보자 선출대회에 참석하거나, 당원으로서 소속 정당이 당원만을 대상으로 개최하는 정당의 공개행사에 의례적으로 방문하는 것은 가능하다. 또, ▲법령에 따라 행사를 개최하거나 후원하는 행위 ▲특정일·특정시기가 아니면 그 목적을 달성할 수 없는 행사 ▲천재·지변 기타 재해의 구호·복구를 위한 행위 ▲직업지원교육 또는 유상으로 실시하는 교양강좌나 주민자치센터가 개최하는 교양강좌를 후원하는 행위 ▲집단민원 또는 긴급한 민원을 해결하기 위한 행위 등은 가능하다.

선관위는 “법을 몰라 위반행위가 발생하지 않도록 정당·후보자와 지방자치단체 등을 대상으로 시기별 제한·금지행위를 안내하는 한편, 공무원의 선거관여 행위에 대해서는 엄중하게 조치할 방침”이라고 밝혔다.
