28일 경북도에 따르면 먼저, 저출생 관련 모든 정책을 규제 장벽 없이 실험할 수 있는 ‘융합돌봄특구’ 시범 지구를 경북에 지정해 달라고 건의했다. 도는 도청신도시 일원에 돌봄 관련기관과 민간 시설 등이 집적된 특구를 디자인해 추진 중이다.

이와 함께, 저출생 위기를 극복하기 위해서는 국가 차원의 인구정책 연구기관 설립이 필요하다고 보고, ‘(가칭)국립 인구정책연구원’의 경북 설립을 강력히 건의했다. 도는 프랑스의 경우, 인구학연구소 설치가 저출생 위기 반전에 역할을 했다는 분석이다.

이철우 도지사는 “저출생은 국가 존립이 걸린 사안인 만큼, 일반적인 대응으로는 안 되고, 특별법을 통해 사활을 걸고 추진해야 한다. 경북이 먼저 정책을 실험해서 모델을 만들고 전국에 확산시킬 수 있도록 정부 차원에서 적극 지원해달라”고 뜻을 전했다.

한편, 도는 지난 2월 저출생과 전쟁을 선포한 이후, 국무총리실과 저출산‧고령사회위원회, 행정안전부, 산업통상자원부 등을 잇달아 방문하는 등 정부와 긴밀한 협조 체제를 구축하고 있다.
