이번 조례는 연간 약 1,669만 톤이 발생하는 생활폐기물의 재활용률이 59%에 머무르고 있는 상황에서 생계를 위해 재활용품 수집에 종사하는 수집인을 지원하는 조례의 제정을 통해 자원의 재활용을 촉진하고 이 분들의 복지향상을 도모하기 위한 제도적 근거를 마련하는 데 목적이 있다고 최 의원은 밝혔다.
주요 내용으로는 1)재활용품 수집인의 지원을 위한 계획 수립과 실태조사를 시행하도록 하는 한편, 2) 지원대상을 도내에 주소를 두고 거주하는 수집인으로서 재산보유 현황 등을 감안, 정하도록 하였으며 3)교통사고 방지를 위한 개인보호 장구 및 운반 장비 개선 지원 등을 담았다.
또한, 체계적이고 지속적인 추진을 위해 도지사에게는 재활용품 수집인의 안전과 보호를 위해 필요한 시책을 마련하고 추진하는 것을 책무로 명시했다. 다만, 다만, 중복적인 지원의 방지를 위해 법령 등에서 유사한 지원을 받는 경우에는 지원하지 않도록 했다.
최병근 의원은 “경북도는 전국에서 경기도에 이어 두 번째로 많은 3,500여명의 노인이 폐지수집으로 생계를 이어가고 있다”면서 “폐지 수집에 의한 월 수입이 16만원 정도로 확인된다. 종사자 중 22%가 교통사고 등 부상을 경험하는 힘든 상황임에도 별다른 수입 방안이 없어 89%가 앞으로도 수집 일을 계속하겠다는 보건복지부의 조사결과가 충격”이라고 밝혔다.
최 의원은 “이번 조례 제정으로 생계형 재활용품 수집인의 지원을 위한 제도적 기반이 조성되어 자원의 재활용을 촉진하고 수집인들의 안전과 복지향상에 실질적으로 기여할 수 있기를 기대한다”고 밝혔다.
한편, 이번 조례안은 지난 4일 문화환경위원회 심사를 통과했고, 5일 본회의에서 최종 의결되어 시행될 예정이다.

Meanwhile, this ordinance passed the review by the Culture and Environment Committee on the 4th, and is scheduled to be finally approved and implemented at the plenary session on the 5th.
