【브레이크뉴스 포항】박영재 기자=포항시의회(의장 김일만)는 6월 30일 제324회 제1차 정례회 제3차 본회의를 열고 28건의 안건을 처리하며 21일간의 회기를 마무리했다.

이번 정례회에서는 행정사무감사와 결산안 심사를 비롯해 각 상임위원회별 주요 조례안 및 정책안에 대한 심도 있는 논의가 이뤄졌다.

본회의에 앞서 열린 5분 자유발언에서 김은주 의원은 철강산업 위기의 심각성을 지적하며 특별법 제정, 실직자 재취업 지원 등 종합적인 대응책 마련을 촉구했다.

김형철 의원은 공공시설 관리 중심의 포항시설공단의 역할을 넘어서는 개발 주체로서의 기능 강화를 위해 도시공사 전환의 필요성을 강조했고, 김성조 의원은 영일만대교의 해상노선 원안 고수를 요구하며 예산 논리로 계획 변경을 반대했다. 배상신 의원은 이차전지 특화단지가 들어설 영일만산단 내 특수화재 대응 장비와 전문 소방센터 신설을 촉구했다.

예산결산특별위원회(위원장 김하영)는 2024회계연도 결산안 및 기금 결산안, 예비비 지출 승인안을 모두 원안 가결했다.

의회운영위원회(위원장 김종익)는 지방공무원 복무 조례 개정안 등 2건의 안건을 채택하고, 의원연구단체 ‘초심회’ 변경사항 승인을 의결했다.

자치행정위원회(위원장 정원석)는 행정사무감사에서 90건의 시정 요구와 66건의 건의사항을 채택하고, 행정기구 설치 조례 개정안 등 8건의 조례안 중 5건은 원안, 3건은 수정 가결했다.

경제산업위원회(위원장 임주희)는 ‘애견동반 해수욕장 조례안’ 등 5건을 원안 가결했고, 101건의 시정 요구와 10건의 건의사항을 행정사무감사 결과로 채택했다.

복지환경위원회(위원장 최해곤)는 응급의료 지원 조례 개정안 등 2건을 원안 가결하고, 84건의 시정 요구와 45건의 건의사항을 도출했다.

건설도시위원회(위원장 김철수)는 기업혁신파크 조성 추진 조례안 등 5건을 원안 가결했으며, 공익감사 청구 1건을 포함해 총 91건의 시정·건의사항을 채택했다.

한편, 관심을 모았던 ‘그래핀산업 육성 조례안’은 본회의 표결 끝에 부결됐다.

폐회사를 통해 김일만 의장은 “행정사무감사에서 도출된 지적사항을 예산 편성과 시정 운영에 충실히 반영해 줄 것”을 집행부에 당부했다. 아울러 “최근 취소된 국제불빛축제에 대한 대책 마련과 재발 방지에도 철저히 임해줄 것”을 주문했다.

포항시의회는 오는 9월 5일부터 19일까지 제325회 임시회를 열고, 2025년 제2차 추경안 심사, 시정 질문, 조례안 심사 등을 이어갈 예정이다.

포항시의회는 이번 정례회를 통해 지역 현안에 대한 다양한 정책 대안을 제시하고, 집행부에 대한 견제와 감시 기능을 충실히 수행하며 입법기관으로서의 책임을 다했다.

Pohang City Council Concludes 324th Regular Session… 28 Major Agenda Items Handled

Pohang City Council (Chairman Kim Il-man) held the 3rd plenary session of the 324th 1st regular session on June 30th, and finished the 21-day session by handling 28 agenda items.

This regular session included in-depth discussions on administrative audits and financial statements, as well as major ordinances and policy proposals by each standing committee.

In a 5-minute free speech held before the plenary session, Assemblywoman Kim Eun-joo pointed out the severity of the steel industry crisis and urged comprehensive countermeasures such as enacting special laws and supporting reemployment of the unemployed.

Assemblywoman Kim Hyeong-cheol emphasized the need to transform the city corporation into a development entity to go beyond the role of Pohang Facilities Corporation, which focuses on public facility management, and Assemblywoman Kim Seong-jo opposed the change in plan on budget grounds, demanding that the original plan for the Yeongil Bay Bridge’s sea route be maintained. Rep. Bae Sang-shin urged the establishment of special fire response equipment and a specialized fire center in the Yeongil Bay Industrial Complex, where the secondary battery specialized complex will be built.

The Budget and Settlement Special Committee (Chairperson Kim Ha-young) passed the 2024 fiscal year settlement and fund settlement, and reserve fund expenditure approval bills as they were.

The Parliamentary Steering Committee (Chairperson Kim Jong-ik) adopted two agenda items, including the revision of the Local Civil Servant Service Ordinance, and approved changes to the member research group ‘Chosimhoe’.

The Autonomous Administration Committee (Chairperson Jeong Won-seok) adopted 90 requests for corrective action and 66 suggestions in the administrative audit, and passed 5 of the 8 ordinances, including the revision of the administrative organization establishment ordinance, as they were originally proposed and 3 with amendments.

The Economic and Industrial Committee (Chairman Lim Ju-hee) passed 5 bills, including the ‘Dog-Friendly Beach Ordinance’, as originally proposed, and adopted 101 corrective action requests and 10 suggestions as a result of the administrative audit.

The Welfare and Environment Committee (Chairman Choi Hae-gon) passed 2 bills, including the Emergency Medical Support Ordinance Amendment Bill, as originally proposed, and derived 84 corrective action requests and 45 suggestions.

The Construction and Urban Committee (Chairman Kim Cheol-soo) passed 5 bills, including the Corporate Innovation Park Development Promotion Ordinance, as originally proposed, and adopted a total of 91 corrective action and suggestions, including 1 public interest audit request.

Meanwhile, the ‘Graphene Industry Promotion Ordinance’, which had attracted much attention, was rejected after a vote at the plenary session.

In his closing remarks, Chairman Kim Il-man asked the executive branch to “faithfully reflect the points identified in the administrative audit in budget preparation and administrative operations.” In addition, he ordered, “We will thoroughly prepare measures for the recently canceled International Fireworks Festival and prevent a recurrence.”

The Pohang City Council will hold the 325th extraordinary session from September 5 to 19, and will continue to review the 2nd supplementary budget for 2025, conduct city administration inquiries, and review ordinances.

Through this regular session, the Pohang City Council presented various policy alternatives for local issues, faithfully performed its function of checking and monitoring the executive branch, and fulfilled its responsibility as a legislative body.
