【브레이크뉴스 포항】박영재 기자=포항시의회(의장 김일만)는 5일 오전 제325회 임시회 제1차 본회의를 시작으로 15일간의 일정에 돌입했다. 이번 임시회에서는 제2회 추가경정예산안을 비롯해 의원발의 조례안 7건, 시장 제출 조례안 13건, 동의안 등 총 39건의 안건을 처리할 예정이다.

이날 본회의에서는 의원들의 5분 자유발언도 이어졌다. 김하영 의원은 잦은 공사 설계변경으로 인한 예산 증가와 행정 낭비를 지적하며, 설계변경 심의위원회 설치·운영을 제안했다. 

정원석 의원은 AI, 양자, 벤처·창업 등 첨단산업도시로의 변모 필요성을 강조하며 전력 인프라 구축과 정책 수립을 제안했고, 양윤제 의원은 해병대 1군단 창설 등 준4군 체제 전환을 통한 지역 인구 유입 및 정주여건 개선을 주문했다.

황찬규 의원은 공공사업 설계 용역 부실로 인한 빈번한 설계변경 문제를 지적하며, 전문가 검토 의무화와 엄격한 용역사 관리 시스템 구축을 제안했다. 백강훈 의원은 최근 포스코이앤씨 인명사고와 관련해 정부의 일방적 제재가 지역 경제에 미치는 영향을 우려하며, 안전 확보와 지역 경제 보호를 조화시키는 균형적 대책 마련을 촉구했다.

이밖에 조민성 의원의 5분 자유발언도 이어졌다.

이날 본회의에서는 ▲임시회 회기결정의 건 ▲회의록 서명의원 선출의 건 ▲시장 등 관계공무원 출석요구의 건을 의결했다. 이어 포항시로부터 제2회 추가경정예산안에 대한 제안 설명을 청취하고, 예산결산특별위원회를 구성했다. 위원장은 양윤제 의원, 부위원장은 김상일 의원이 선출됐다.

예결특위는 총 11명의 의원으로 구성되며, 12일부터 16일까지 각 상임위원회 예비심사를 거친 추경안을 심사하고 계수조정·의결한다. 예결특위에서 의결된 예산안은 19일 제4차 본회의에서 최종 확정될 예정이다.

양윤제 신임 예결위원장은 “지역 경제가 어려운 상황에서 예결특위의 역할이 중요하다”며, “면밀한 예산 심사를 통해 재원이 투명하고 효율적으로 사용될 수 있도록 위원 및 집행기관이 함께 고민하고 소통하겠다”고 밝혔다.

Representative Hwang Chan-gyu pointed out the frequent design changes caused by poor quality public project design services and proposed mandatory expert review and the establishment of a strict contractor management system. Representative Baek Kang-hoon expressed concern over the impact of the government's unilateral sanctions on the local economy following the recent fatal accident at POSCO E&C, and urged the development of balanced measures to ensure safety and protect the local economy.

The plenary session passed the following motions: ▲Decision on the extraordinary session, ▲Election of members to sign the minutes, and ▲Request for the attendance of the mayor and other relevant officials. The plenary session then heard a presentation on the second supplementary budget proposal from Pohang City and established the Budget and Settlement Special Committee. Representative Yang Yoon-je was elected as the chair, and Representative Kim Sang-il as the vice-chair.

The Special Committee on Budget and Accounts, comprised of 11 members, will review, adjust, and vote on the supplementary budget, which has undergone preliminary reviews by each standing committee, from the 12th to the 16th. The budget approved by the Special Committee on Budget and Accounts is scheduled to be finalized at the 4th plenary session on the 19th.

Newly appointed Chairman Yang Yoon-je of the Special Committee on Budget and Accounts stated, "The role of the Special Committee on Budget and Accounts is crucial in this challenging regional economy." He added, "Through thorough budget review, the committee members and executive agencies will work together to ensure transparent and efficient use of resources."
