본회의에 앞서 진행된 5분 자유발언에서는 지역 현안 전반에 대한 의원들의 지적과 대안 제시가 이어졌다.

전주형 의원은 지난 9월 시정질문에서 제기한 한신더휴엘리트파크 통학로 안전 문제와 관련해 “포항시가 여전히 무책임하고 안일한 태도로 일관하고 있다”며 실효성 있는 대책 마련을 강하게 촉구했다.

최해곤 의원은 철강산업 위기가 심화되고 있는 상황을 언급하며 “포항의 지속가능한 산업 전환 전략 마련이 시급하다”고 강조했다. 그는 특히 'K-스틸법'과 '복합 해양레저관광도시 조성사업'을 포항 재도약의 기회로 삼아야 한다고 주장했다.

백강훈 의원은 50% 철강 관세, 포스코 물적분할, 해외 진출 확대 등으로 철강도시 포항의 위기감이 고조되고 있다고 지적하며 “철강관세 재협상 촉구 결의안 채택과 대정부 건의가 필요하다”고 제안했다.

김상일 의원은 양학동 일대 신규 공동주택 증가에 따른 교통 혼잡 문제를 지적하며 “종합 교통대책 수립 이후 후속 조치가 지연되고 있다”고 꼬집고, 즉각적인 후속 사업 추진과 주택 개발사업 승인 기준 강화 등을 주문했다.

김영헌 의원은 PEC 정상회의 기간 동안 포항의 크루즈 숙박객 유치 부진, APEC 연계 홍보관 운영 미흡 등을 지적하며 “경주 APEC의 효과가 포항으로 확산될 수 있도록 관광·산업·MICE 분야의 연계 전략이 필요하다”고 강조했다.

이어 본회의에서는 ▲제326회 임시회 회기 결정 ▲회의록 서명의원 선출 등의 안건을 의결했다.

오후에는 의회 지하 1층 회의실에서 전체 의원 및 직원을 대상으로 ‘사회적 장애인식개선 교육’과 ‘4대 폭력(성희롱·성폭력·가정폭력·성매매) 예방교육’이 진행됐다.

장애인식개선 교육은 한국장애인개발원 석정이 전문강사가 강연을 맡아 장애 이해, 차별 해소, 포용적 조직문화의 필요성을 설명했다.

또한 한국양성평등진흥원 이자리 강사는 직장에서 발생하기 쉬운 성희롱·성폭력 사례와 대응 방안을 소개하고, 성매매와 가정폭력 예방의 중요성을 강조했다.

김일만 의장은 “장애 인식개선과 폭력 예방은 건강한 조직문화를 위한 기본”이라며 “이번 교육을 계기로 의회 구성원 모두가 책임 의식을 되새기고 성숙한 의회 문화를 정착시키는 데 힘을 모으겠다”고 말했다.

In the afternoon, "Social Disability Awareness Training" and "Prevention Training on the Four Major Violences (Sexual Harassment, Sexual Violence, Domestic Violence, and Prostitution)" were held for all members and staff in the basement conference room of the National Assembly.

Seok Jeong-i, a lecturer from the Korea Disabled People's Development Institute, delivered the training. She explained the need for understanding disability, eliminating discrimination, and fostering an inclusive organizational culture.

Lee Ja-ri, a lecturer from the Korea Gender Equality Promotion Institute, introduced common workplace cases of sexual harassment and violence and countermeasures, emphasizing the importance of preventing prostitution and domestic violence.

Chairperson Kim Il-man stated, "Raising awareness of disability and preventing violence are fundamental to a healthy organizational culture. Through this training, all members of the National Assembly will renew their sense of responsibility and work together to establish a mature parliamentary culture."
