지난 7월 31일, 시의회 건설도시위원회 김철수 위원장과 김하영 의원은 감사원을 직접 방문해 공익감사 청구서를 제출하고 관련 자료를 전달했다.

시의회는 해당 사업이 사업 초기부터 ▲부적절한 위치 선정 ▲설계 및 시공의 부실 ▲반복되는 시설물 파손 ▲과도한 유지보수 비용 발생 등 구조적 문제를 안고 있다고 지적해왔다. 실제로 해당 계류장은 준공된 지 1년 6개월이 지났지만 단 한 차례도 정상 운영되지 못한 채 사실상 방치되고 있는 상황이다.

김하영 의원은 지난해 열린 제318회 임시회 시정질문에서 해당 사업의 행정적 미흡과 구조 안전성 부족 문제를 제기하며 시의 적극적인 해명과 대책 마련을 촉구한 바 있다.

김철수 위원장은 “형산강 마리나 계류장 사업은 행정의 무능과 무책임이 반복된 전형적인 사례”라며 “수차례의 문제 제기에도 포항시는 묵묵부답으로 일관했고, 지금은 막대한 예산이 낭비되는 것은 물론 시민 안전마저 위협받고 있다”고 감사 청구 배경을 설명했다.

이번 공익감사 청구서에는 ▲의회 지적을 무시한 위치 선정 ▲절차적 하자가 있는 실시설계 ▲설계 및 시공의 구조적 문제 ▲부실한 준공도서 및 시공 실태 ▲운영 부서의 인수 거부 ▲기능상 결함 ▲하자 발생 및 지속적 예산 투입 등의 내용을 포함하고 있다.

김일만 의장은 “이번 공익감사를 통해 사업 전반의 문제점을 명확히 밝히고, 행정에 대한 시민의 신뢰를 회복할 수 있기를 바란다”며 “앞으로도 시의회는 시민의 혈세가 낭비되지 않도록 철저히 감시하고, 시정 견제에 최선을 다하겠다”고 밝혔다.
