이에 대해 포항시는 신광면 유허지 접근이 제한적이고, 2023년 기념관 건립 용역 결과 사업 타당성이 낮았던 점을 설명하며, 재용역 실시와 부대·수익사업 검토를 포함한 관련 사업 추진 계획을 밝혔다. 또한, 산업·경제동맹으로 출발한 해오름동맹을 문화·관광 분야로 확대하고, 동학 관련 역사관광화 사업 추진 필요성에 공감한다고 답했다. 전문인력 운용과 문화유산 관련 업무 독립 문제도 검토 중이라고 덧붙였다.
이어진 5분 자유발언에서는 김성조 의원이 포스텍 연구중심 의과대학 설립, 포스코글로벌센터 건립, 영일만대교 건설, 포스코 수소환원제철소 등 미래 먹거리 창출 전략 필요성을 강조하며 의회의 적극적 역할을 촉구했다.
박칠용 의원은 음식물쓰레기 일시보관시설(적환장) 불법 운영으로 인한 처리 대란 우려를 제기하며, 에코빌리지 조성 시 음식물쓰레기 자체 처리시설 동시 설치를 통한 근본 대책 마련을 주문했다.
또한 김상민 의원은 포항 민간공원특례사업의 과도한 수익률과 비공개 실시협약 문제를 지적하며, 공공성 확보를 위한 협약 변경과 공개, SPC 자본구조 특혜 논란 해소를 위한 시의 역할을 강조했다.
한편, 포항시의회는 19일 오전 제4차 본회의를 열어 2025년 제2회 추가경정예산안 등을 처리하고 이번 임시회를 폐회할 예정이다.
