이번 지원방안은 정부의 민생경제 회복과 지역 상권 활성화 정책 기조에 발맞춰 마련됐으며, 창업 단계부터 성장·수출에 이르기까지 전 과정에 걸쳐 소상공인의 다양한 수요를 반영한 맞춤형 지원을 제공하는 데 목적이 있다.
한수원의 소상공인 종합 지원사업은 단기적인 매출 보전 중심의 기존 지원을 넘어, 소상공인의 자생력 강화와 ‘성장 사다리’ 구축에 초점을 맞춘 것이 특징이다. 영세 소상공인을 위한 금융지원부터 기업형 소상공인의 해외 직판 플랫폼 진출까지 단계별·유형별 지원을 포괄하는 종합 계획으로, 공공부문의 선도적 역할이 기대되고 있다.
이번 사업은 ▲금융지원 ▲제품개발 ▲플랫폼 입점 지원 등 세 가지 축을 중심으로 추진된다. 금융 분야에서는 소상공인 전용 희망채움기금으로 2026년 300억 원을 조성하고, 향후 5년 내 600억 원 규모로 확대할 계획이다. 이와 함께 경주 상생협력기금을 활용해 경영 안정에 필요한 자금을 지원하고, 우대금리 적용과 재무·회계 컨설팅을 병행해 금융 부담을 완화한다.
제품 경쟁력 강화도 추진된다. 지역 특산물을 활용한 명가명품 개발과 노후 상점의 친환경 리모델링을 통한 ‘그린스토어’ 조성으로 차별화된 주력 상품과 쾌적한 상권 환경을 구축할 방침이다. 또한 국내외 유망 직판 플랫폼 입점을 지원해 안정적인 판로 확보는 물론 글로벌 시장 진출까지 연계할 계획이다.
