이번 계약은 한국형 원전 APR1000 2기(총 1,000MW급) 수출 계약으로, 유럽 최초의 한국 원전 수출 사례라는 점에서 주목을 받고 있다.

앞서 계약 체결은 프랑스전력공사(EDF)의 소송 제기로 인해 지연됐다. 체코 지방법원은 지난 5월 6일 가처분 결정을 내렸으나, 체코 최고행정법원이 이를 6월 4일 최종 파기하면서 본계약 체결이 가능해졌다.

이번 계약은 지난해 7월 한수원이 EDU II로부터 우선협상대상자로 선정된 후 약 9개월간 200여 차례 협상을 진행한 끝에 성사됐다. 계약 체결에 따라 한수원은 설계·조달·건설(EPC)부터 시운전, 핵연료 공급까지 원전 건설 전 과정의 역무를 총괄하게 되며, ‘팀코리아’(한전기술, 두산에너빌리티, 대우건설, 한전연료, 한전KPS 등)와 공동으로 수행한다.

체코 신규 원전 사업은 체코 현대사에서 최대 규모의 에너지 프로젝트로 평가되며, 체코 정부는 에너지 안보 확보 및 탄소중립 실현을 위한 중장기 원전 확대 전략의 일환으로 해당 사업을 추진하고 있다. 당초 두코바니 5호기 건설이 주 내용이었으나, 체코 정부는 올해 초 사업 규모를 확대해 두코바니 6호기와 테믈린 원전 3·4호기 추가 건설도 검토 중이다.

한수원은 향후 5년 내 체코 정부가 테믈린 원전 추가 건설을 확정할 경우, 3·4호기까지 연계 수주 가능성을 열어두고 있다. 이에 따라 향후 협상을 통해 계약 범위를 더욱 확대할 계획이다.

계약 체결과 동시에 현지 착수회의(Kick-off Meeting)가 열릴 예정이며, 한수원은 두코바니 현장에 건설소를 개소하고 프로젝트 문서, 인허가, 공정 관리 등을 위한 정보시스템도 구축 중이다. 또한, 체코 원전 사업에 참여를 희망하는 국내 원전 기업들을 대상으로 유자격 공급자 등록과 품질기준 설명회도 두 차례에 걸쳐 개최할 계획이다.

체코 EDU II는 한수원과 협력해 발전소 설계와 인허가 절차를 거쳐 2029년 두코바니 5호기 착공을 목표로 사업을 본격화할 예정이다.

황주호 한수원 사장은 “이번 계약은 대한민국 원전 기술력과 산업 생태계의 신뢰성을 국제적으로 다시 한번 입증한 쾌거”라며, “한수원은 안전하고 지속가능한 에너지로 미래 세대를 위한 책임을 다할 것이며, 체코와의 협력도 성실히 수행해 나가겠다”고 밝혔다.

Korea Hydro & Nuclear Power signs main contract for new Czech nuclear power plant project… First export of Korean-type nuclear power plant APR1000 to Europe

Korea Hydro & Nuclear Power (President Hwang Joo-ho, hereinafter referred to as KHNP) signed a main contract for a new Czech nuclear power plant project with the Czech Dukovany II Nuclear Power Plant (EDU II) on June 4 (local time).

This contract is an export contract for two Korean-type nuclear power plants APR1000 (total 1,000 MW), and is drawing attention as the first case of Korean nuclear power plant export to Europe.

The contract signing was previously delayed due to a lawsuit filed by Electricité de France (EDF). The Czech District Court issued an injunction on May 6, but the Czech Supreme Administrative Court finally overturned it on June 4, making the main contract signing possible.

This contract was concluded after approximately 200 rounds of negotiations over approximately 9 months after KHNP was selected as the preferred bidder by EDU II in July of last year. Under the contract, KHNP will be in charge of the entire process of nuclear power plant construction, from design, procurement, and construction (EPC) to commissioning and nuclear fuel supply, and will carry out the project jointly with ‘Team Korea’ (KEPCO Engineering & Construction, Doosan Energy, Daewoo Engineering & Construction, KEPCO Fuel, KEPCO KPS, etc.).

The new Czech nuclear power plant project is evaluated as the largest energy project in Czech modern history, and the Czech government is promoting the project as part of its mid- to long-term nuclear power plant expansion strategy to secure energy security and achieve carbon neutrality. The initial focus was on the construction of Dukovany Unit 5, but the Czech government expanded the project scale early this year and is currently reviewing the additional construction of Dukovany Unit 6 and Temlyn Units 3 and 4.

If the Czech government confirms the additional construction of Temlyn Units within the next five years, KHNP is keeping open the possibility of winning a linked order for Units 3 and 4. Accordingly, it plans to further expand the scope of the contract through future negotiations.

A local kick-off meeting will be held at the same time as the contract signing, and KHNP is opening a construction site at the Dukovany site and establishing an information system for project documents, permits, and process management. In addition, it plans to hold two sessions of qualified supplier registration and quality standard briefings for domestic nuclear power companies wishing to participate in the Czech nuclear power plant project.

Czech EDU II plans to work with KHNP to complete the power plant design and permit procedures and begin the project in earnest with the goal of starting construction of Dukovany Unit 5 in 2029.

KHNP President Hwang Joo-ho said, “This contract is a great achievement that once again proves the reliability of Korea’s nuclear power technology and industrial ecosystem internationally,” and added, “KHNP will fulfill its responsibility for future generations with safe and sustainable energy, and will faithfully carry out its cooperation with the Czech Republic.”
