더불어민주당 경주시지역위원회는 1일 입장문을 내고 "한수원의 불법 현수막 게시와 그에 따른 부적절한 대응은 경주시민의 자존심을 훼손하고, 공기업으로서의 책임을 내팽개친 행위"라고 강하게 비판했다.

지난 9월 15일 한수원은 불법 현수막을 게시했다가 논란이 일자 사과했다. 그러나 징계 대상을 월성원자력본부에만 한정하고 본사 차원의 책임은 회피했다. 경주시위는 "조직적 책임을 외면하고 말단 부서에 책임을 떠넘기는 전형적인 '꼬리 자르기'식 대응"이라며 "공기업으로서의 도덕성과 책임감을 심각하게 훼손하는 행위이며, 경주시민의 신뢰를 저버리는 처사"라고 지적했다.

경주시위는 "해당 징계 조치가 외부에 공식적으로 발표되지 않았음에도 일부 주민들이 어떻게 그 정보를 입수했는지에 대해서는 심각한 의문을 제기하지 않을 수 없다"며 "내부 정보가 특정 경로를 통해 유출되었거나, 조직 내 의도적인 여론 조성이 있었던 것은 아닌지 철저한 진상 규명이 필요하다"고 촉구했다.

"공기업은 국민의 세금과 신뢰로 운영되는 공적 기관"이라며 "도덕성과 책임의 기준에서 민간보다 더 높은 수준의 투명성과 공정성을 갖춰야 하며, 지역사회와의 신뢰를 기반으로 운영되어야 한다"고 강조했다.

이재명 대통령이 최근 국무회의에서 공공기관의 방만한 운영을 지적하며 통폐합과 책임성 강화를 주문한 것도 언급했다. 경주시위는 "공기업이 단순한 행정 조직이 아니라, 국민과 지역사회에 봉사하는 책임 있는 주체로 거듭나야 한다는 국가적 요구"라고 밝혔다.

경주시위는 한수원 본사 차원의 공식 해명과 정보 유출 경위 조사, 지역사회와의 갈등 해소를 위한 공개 간담회 개최, 향후 지역 홍보 및 소통 활동에 대한 시민 참여형 검토 절차 마련, 공기업 윤리 기준 강화 및 내부 감시 시스템 개선 등을 요구했다.

The Gyeongju protest group stated, "Given that the disciplinary action was not officially announced externally, we cannot help but question how some residents obtained the information." They urged, "A thorough investigation is needed to determine whether internal information was leaked through specific channels or whether there was intentional public opinion manipulation within the organization."

They emphasized, "Public corporations are public institutions operated on taxpayer money and trust. They must adhere to a higher level of transparency and fairness than the private sector, based on ethical and accountable standards, and operate based on trust with the local community."

They also mentioned President Lee Jae-myung's recent Cabinet meeting, where he criticized the lax management of public institutions and called for consolidation and increased accountability. The Gyeongju protests stated, "This is a national demand that public corporations be reborn as responsible entities serving the people and local communities, not simply administrative organizations."

The Gyeongju protests demanded an official explanation from KHNP headquarters, an investigation into the information leak, a public forum to resolve conflicts with the local community, the establishment of a citizen-participatory review process for future local public relations and communication activities, and strengthened ethical standards for public corporations and improved internal oversight systems.

Han Young-tae, chairman of the Gyeongju protests, stated, "Gyeongju citizens want genuine cooperation and respect, not unilateral favors from public corporations."
