영양군은 3월 23일부터 26일까지 1차(3월 입국) 배정 인원인 베트남·라오스 계절근로자 232명이 순차적으로 입국한다고 밝혔다. 이번 입국 인원은 라오스 32명, 베트남 200명으로, 각 계약 농가에 배치돼 본격적인 영농 작업에 투입된다.

근로자들은 약 8개월간 근무한 뒤 오는 11월 초 귀국할 예정이며, 특히 올해는 농가 의견을 반영해 도입 시기를 평년보다 10일 이상 앞당겼다. 이에 따라 정식기 등 초기 영농 작업에 선제적으로 대응할 수 있을 것으로 기대된다.

군은 입국 당일 오리엔테이션과 환영식을 통해 현장 적응을 지원하고, 마약 검사, 통장 개설, 상해보험 가입 등 필수 절차를 신속히 진행해 조기 투입이 가능하도록 할 계획이다.

이들 근로자는 고추, 상추, 배추 등 주요 작물 재배 농가에 배치돼 정식 및 초기 생육 관리 작업을 수행하며, 농번기 이전 인력 공백 해소에 기여할 전망이다. 동시에 지역 농업기술을 습득해 귀국 후에도 활용 가능한 경험을 쌓게 된다.

군은 마약 검사비와 외국인 등록 수수료 지원, 부식 제공 등 체류 안정 지원책을 추진하는 한편, 근로조건 준수와 인권 보호를 위해 전담 통역요원과 함께 정기적인 현장 점검도 병행할 방침이다.

황영호 유통지원과장은 “봄철 영농 준비 시기에 맞춘 계절근로자 조기 입국이 농촌 인력난 해소에 큰 도움이 될 것”이라며 “체계적인 관리와 지속적인 지원으로 농가와 근로자 모두가 만족할 수 있는 사업을 추진하겠다”고 밝혔다.

한편 영양군은 올해 농가 수요를 반영해 3월, 4월, 6월, 7월 등 총 4차례에 걸쳐 외국인 계절근로자를 도입할 계획이다. 총 468농가에 1,161명을 배치해 농가 일손 부족 문제에 적극 대응한다는 방침이다.

These workers will be assigned to farms cultivating major crops such as chili peppers, lettuce, and Chinese cabbage to perform planting and early growth management tasks, and are expected to contribute to resolving labor shortages prior to the peak farming season. At the same time, they will acquire local agricultural techniques, gaining experience that can be utilized even after returning home.

The county plans to implement support measures for stable residency, such as subsidizing drug testing fees, foreigner registration fees, and providing food supplies. In addition, it intends to conduct regular on-site inspections accompanied by dedicated interpreters to ensure compliance with working conditions and the protection of human rights.

Hwang Young-ho, Head of the Distribution Support Division, stated, "The early entry of seasonal workers timed to coincide with the spring farming preparation season will be of great help in resolving the labor shortage in rural areas." He added, "We will pursue a project that satisfies both farmers and workers through systematic management and continuous support."

Meanwhile, Yeongyang County plans to introduce foreign seasonal workers in four phases this year—March, April, June, and July—reflecting the demand from farms. The county intends to actively address the issue of labor shortages by deploying 1,161 workers to a total of 468 farms.
