하대성 경상북도 경제부지사가 취임 1년을 맞았다. 그동안 국가철도망구축계획, 고속도로건설계획에 경북사업을 대거 반영하고 투자유치, 일자리, 민생경제에서도 컨트롤타워 역할을 톡톡히 했다는 평가를 받았다.

경상북도에 따르면 국토교통부에서 요직을 두루 거치며 다양한 경험을 쌓아 온 그는 취임하자마자 굵직굵직한 현안들을 잇달아 해결해 냈다.

중앙부처 현직 간부가 경북도의 경제부지사로 바로 온 경우는 하대성 부지사가 처음으로, 그를 영입한 이철우 도지사의 전략이 주효했다는 평가다.

무엇보다 하 부지사 취임 이래 경북의 SOC 지도가 빠르게 재편되고 있다.

먼저, 지난달 5일 확정된 제4차 국가철도망구축계획에 대구경북 광역철도, 대구1호선 영천연장, 문경-점촌선, 경북선, 대구권 광역철도 2단계 등 신규사업 6건을 포함해 총 11개 노선 18조 6000억 원의 사업을 반영시켰다.

그리고 제2차 고속도로 건설계획 반영을 위해 성주-대구 간 고속도로, 무주-성주 고속도로, 중부 내륙도로 확장 등 6개 노선 8조 원을 정부에 요청해 놓고, 이를 관철하기 위해 여러모로 뛰고 있다.

또한, 대구경북의 최대 현안인 통합 신공항 건설을 위해서도 중심적인 역할을 다해 왔다. 조만간 확정될 제6차 공항개발종합계획에 통합 신공항이 중장거리 노선이 운항 가능한 거점 공항으로 지정받기 위해 치밀하게 대응하고 있다.

서대구에서 의성 간을 잇는 공항철도 신설을 정부계획에 반영한 것도 고무적인 일이다. 여기에 더해 중앙고속도로 확장, 북구미IC~군위JC 고속도로 신설이 정부계획으로 확정되면 통합신공항 접근성은 입체적으로 완성된다.

이러한 SOC 분야뿐만 아니라 투자유치와 산업, 민생경제 분야에서도 하 부지사의 역할은 돋보였다.

경북도는 경제부지사의 진두지휘 아래 코로나19 악재 속에서도 지난 1년간 미래 신산업, 신재생에너지, 물류 산업 유치 등에 엄청난 공을 들였다.

그 결과 MOU체결 5조 1382억 원을포함해 6조 6556억 원에 달하는 투자유치를 달성했으며 1만 개가 넘는 양질의 일자리를 만들어 냈다

또한 하 부지사는 청년 정책의 컨트롤타워 역할을 다해 왔다. 덕분에 경북도는 청년 역외유출을 막기 위해21년도에 148개(2658억 원)의 청년 일자리 사업을추진하는 등 전국에서 가장 많은 청년 정책을 시행하고 있다.

지역 주도형 청년 일자리 사업을 통해 3년 연속 전국에서 가장 많은 국비(19년 294억 원,20년338억 원, 21년 365원)를 확보해 청년들의 지역 정착을 유도하고 있다.

도는 주력산업을 고도화하고 신성장 산업 육성을 위한 대규모 국가 공모사업에도 연이어 선정되는 쾌거를 거뒀는데, 그 과정에서도 하 부지사의 역할이 컸다.

사업비만 1조 원이 넘는‘산단 대개조’와 ‘스마트 산단’이 국책사업으로 선정돼 지역의 노후한 산단을 젊고 활력 있는 첨단·그린 산단으로 업그레이드시키고 있는 것이 대표적이다.

또 지난해‘안동 산업용 헴프’, 올해‘김천 스마트 그린물류’ 규제 자유 특구를 관철시켜 2019년‘포항 배터리 리사이클링’을 시작으로 3년 연속 규제 자유 특구 지정을 받는 성과를 이뤄내기도 했다.

무엇보다, 그는 코로나로 심각한 골목 경제에 활력을 불어넣고 민생의 氣를 살리는 데 많은 노력을 했다.

지난 1월, 도정을 ‘민생 氣 살리기 특별본부’체제로 전환해 연중 비상체제를 유지하고 있으며, 현장의 요구를 담은 53개 사업, 1조 761억 원 규모의 경북형 민생 기 살리기 종합대책을 추진하고 있다.
