【브레이크뉴스 경북】이성현 기자=경북도가 코로나19 여파로 침체된 지역 일자리 회복을 위해 직접적인 재정 투입과 기업성장 및 활성화를 통한 일자리 확대라는 두 가지 전략을 동시에 추진한다.

이에 따라 경북도는 재정지원 일자리 사업을 신속 추진해 고용감소세를 차단하고, 소외될 수 있는 기업지원 일자리 사업을 대폭 확대하는 등 일자리 창출 및 활성화에 도정의 모든 역량을 집중하기로 했다.

경북도 하대성 행정부지사는 “기업이 스스로 일자리를 창출하기 위해서는 변화하는 산업 트렌드에 발맞춰 공공부문은 지원하고, 이를 발판으로 기업성장과 일자리 창출을 이루는 선순환 구조 확립이 필요하다”면서 “경북도는 잠재 성장 가능성이 높은 중소기업 지원을 통해 지속가능한 일자리 창출을 유도할 방침”이라고 설명했다.

이를 위해 먼저 2월부터 지역주도형 청년일자리 사업을 조속히 추진하고, 코로나 희망일자리 사업과 청년愛수당 등 각종 재정지원 일자리 사업을 신속 집행한다. 이와 함께 기업지원 일자리 사업도 확대해  자금에 허덕이고 있는 많은 기업들의 변화와 혁신의 돌파구를 마련할 계획이다.

경북도는 또, 국가산단과 대기업 이탈, 전자산업 침체로 인해 고용위기를 겪고 있는 김천·구미·칠곡 지역을 중심으로‘고용안정 선제대응 패키지 지원사업’도 추진한다.

경북도에 따르면 이 지역은 전자산업 부진의 지속으로 생산과 수출이 감소하고, 코로나19 장기화로 인한 경기침체로 고용시장이 더 축소되어 고용정책에 대한 사회적 요구가 증대된 상황으로 알려져 있다.

경북도는 구미의 상생형 일자리, 스마트 산단 조성사업, 김천의 국가 융복합혁신클러스터, 칠곡의 전기 자동차 부품 혁신벨트 등 산업정책과 연계해 맞춤형 인력을 양성하고 일자리 사업을 선제적으로 추진해, 지역 고용 활성화를 유도한다는 전략이다.
 
자동차 부품 산업이 분포되어 있는 경주, 영천, 경산지역을 중심으로는‘지역 혁신프로젝트’가 추진된다. 국내 최대 규모의 자동차 부품 클러스터가 형성되어 있지만, 대부분 대기업의 하도급에 의존한 영세 중소기업이 많아 미래차 시대의 위기대응 준비가 매우 부족한 경북도서는 향후 수출량 감소가 예상되고, 또 고용악화로 이어질 가능성이 높다. 따라서 일자리 정책이 절대적으로 필요한 시점이라고 할 수 있다. 경북도는 이곳을 중심으로 금년부터 자동차 산업 체질개선을 추진하겠다고 밝혔다. 

‘경북형 기업수요 공모 패키지 사업’도 추진된다. 이는 기업이 자발적으로 일자리 사업을 기획하고 실행하는 사업으로, 여기에 기업주도형 일자리 활성화 방안이 개입되어  先순환적 일자리 생태계를 조성한다는 것.

하대성 경상북도 경제부지사는 “코로나19로 직격탄을 맞고 아사 직전에 처한 지역경제와 일자리를 살려내는 것이 절체절명의 과제다”며 “올해 재정지원 일자리와 기업성장 일자리 정책을 투트랙으로 추진 해, 지난해부터 이어진 고용 감소세를 차단하고 포스트 코로나 시대에 대비한 성장 동력을 확보해 나가겠다”고 밝혔다.
