대구시는 오는 2040년까지 총 2조 7천억 원을 투입해 하수도 우·오수 분류화율을 100%로 높인다고 밝혔다.

현재 대구시의 우‧오수 분류화율은 43.9% 수준으로 다른 대도시에 비해(광역시 평균 64%) 낮은 편이다.

이로 인해 강우 시에는 오수가 하천으로 월류돼 시민들에게 불편한 하수악취를 유발하고 수질오염의 원인이 되었다. 

대구시는 이를 전면 개선하기 위해 내년부터 신천을 비롯한 주요 하천을 중심으로 2035년까지 총 4천 926억원을 투입해 오수전용 간선관로(84km)를 순차적으로 설치하게 된다. 

시민들이 많이 찾고 있는 신천·범어천 구간(33.3km)에 대한 오수전용 간선관로 설치공사를 시작으로 금호강 구간(27.7km), 동화천 구간(8km), 팔거천 구간(9.5km), 용호천 구간(5.5km) 등 총 84km를 신설할 계획이다.

아울러 오수전용 간선관로와 연계한 주변지역의 지선관로도 우‧오수 분류화를 대대적으로 추진한다. 

그동안 구·군 단위의 사업 우선순위에 따라 추진되던 선(線) 단위방식의 하수도 정비를 대구시 전역을 일정구역으로 나눈 면(面) 단위방식으로 전면 개편함으로써 사업의 효율성과 우·오수 분류화율을 높여나갈 방침이다. 

하수도 우‧오수 분류화사업은 많은 재정이 투입되는 만큼 재정사업과 민간투자사업(BTL)으로 나누고 우선, 도심지역인 신천유역을 중심으로 2030년까지 재정사업으로로 1조 3천억 원을, 그리고 최근 개발이 활발하게 진행되고 있는 서대구역세권 주변지역은 민간투자사업(BTL)으로 5천억 원을 투자함으로써 우‧오수 분류화율도 80%까지 달성한다. 

또 잔여구간인 금호강 및 서부하수처리 구역은 2040년까지 9천억 원을 투입해 하수도 우‧오수 분류화 100%를 완성할 계획이다.

내년에는 신천하수처리장~동신교 구간 공사와 신천하류 지역의 면(面) 단위 정비 설계를 시작으로 금호강변의 금호워터폴리스와 율하첨단산업단지 주변 공사가 착공된다.

아울러 당초 하수처리구역에 편입되지 않아 하수관 파손 및 노후화에 제때 대응이 어려워 시민들에게 많은 불편을 주었던 달성1차산단 내 용호천 구간의 설계를 착수하는 등 우·오수 분류화율 제고에 박차를 가할 예정이다.

이번 사업이 정상적으로 추진되면 하천으로 유입되는 오수 원천차단으로 악취문제와 하천수질이 획기적으로 개선돼 시민들에게 보다 쾌적한 휴식공간을 제공할 수 있을 것으로 전망된다. 

또 시민들이 정화조 없이 오수를 배출할 수 있게 돼 정화조 청소 등 유지비도 연간 242억 원정도 절약될 수 있을 것으로 기대된다. 

아울러 주택 내부의 오수관 정비도 우·오수 분류화사업에 포함해 사업구간 내 모든 시민들이 공사비 부담없이 우·오수 분류화의 혜택을 받을 전망이다.
