경북도는 후계농업경영인이 대한민국 농업의 미래를 바꾼다는 인력양성 목표 아래 올해 역대 최대 규모이자 전국에서 가장 많은 914명(청년후계농 726명, 일반후계농 188명)의 후계농업경영인을 선발했다고 6일 밝혔다.

경북도에 따르면 지역별로는 스마트팜 창업과 취업을 희망하는 청년을 대상으로 이론부터 실습 경영까지 가능한 전문교육 시설을 보유한 상주시가 가장 많은 111명으로 인기가 높았다. 

다음으로 김천 89명, 영천 84명, 성주 74명 순으로 많은 인원이 선발돼 특정지역에 편중되지 않고 도내 전역에 고른 분포를 보였다.

최종 선발된 914명의 후계농업경영인 분석결과, 남성 717명(79%), 여성 197명(21%)으로 아직까지 남성의 선발비중이 높았으나 여성 후계농업인의 비율도 점차 증가추세를 보였다.

영농경력별로는 독립경영예정자가 557명(61%)로 가장 많았으며, 영농기간 1년 이상 5년 이하는 317명(35%), 6년 이상 10년 이하는 40명(4%)의 분포를 보여 농촌으로 젊은 신규 농업 인력이 꾸준히 유입되고 있음을 증명하고 있다.

후계농업경영인 육성사업은 1981년부터 정예 농업 인력을 육성하고자 농림축산식품부에서 역점시책으로 추진하는 사업이다.

특히, 2018년부터는 청년농업인만을 위한 영농정착지원사업을 추가 편성해 선발된 청년 후계농에게는 영농경력에 따라 최대 3년간 정착지원금(110만원~90만원/월)을 지급한다.

또 지원금 이외에 일반후계농업인과 동일한 혜택인 5억원 한도(금리 1.5%, 5년 거치 20년 상환)내에서 창업자금 융자를 추가지원 받을 수 있다.

이와는 별개로 경북도에서는 지난해 전국 광역지자체 최초로 농지 임대료 지원(최대 2백만원/연, 최대 3년간)을 통해 농지 구입에 어려움을 겪고 있는 예비 청년농업인의 경영부담을 완화했다.

청년 농업인의 자립기반 구축을 위해 농어촌진흥기금 규모(50억원/년, 농가당 2억원 이내, 금리 1%)를 확대 편성해 운용하는 등 타 시도와는 차별화된 정책을 펼치고 있다.

김주령 경북도 농축산유통국장은 “농업·농촌의 미래인 후계농업인력 양성을 위한 다양한 시책을 개발해 신규 농업 인력이 안정적으로 정착할 수 있도록 지속가능한 경북 농업을 만들어 가는데 최선을 다하겠다”고 밝혔다.

In addition to the subsidy, additional support for start-up funds can be received within the limit of 500 million won (1.5% interest rate, 5-year deferment, 20-year repayment), which is the same benefit as general successor farmers.

Apart from this, Gyeongbuk-do eased the management burden of prospective young farmers who are having difficulty purchasing farmland through farmland rental support (up to 2 million won/year, up to 3 years) for the first time in the country last year.

In order to establish a foundation for self-reliance of young farmers, the government is implementing policies that are differentiated from other cities and provinces, such as expanding and operating the Rural Development Fund (5 billion won/year, within 200 million won per farm, 1% interest rate).
