이를 위해 보존관리와 지자체․지역주민 협력 등을 통해 지역사회 발전에 이바지하기 위한 폐교 관리 기본 계획을 수립해 시행한다고 26일 밝혔다.

폐교 관리 기본 계획은 미래 교육 대비 급변하는 사회에 발맞춰 자체 활용을 최우선으로 하고, 향후 교육수요 증가 예정지, 지역 중심지, 지역개발로 인한 지가 상승 등을 종합적으로 고려했다.

경북교육청이 현재 관리하는 폐교는 731교이며 이중 매각 후 보유 중인 폐교는 자체 활용 74교, 대부 110교, 미활용 57교 등 총 241교다.

폐교재산 자체 활용 우수 사례로 손꼽히는 경주 한국어교육센터와 안전체험관은 지난해 3월 문을 연 이래 한국어 기초교육과 체험 중심의 안전교육을 제공하고 있으며, 김천과 영덕지역에도 폐교재산을 활용해 오토캠핑장을 조성하여 교육 가족의 힐링 공간을 제공하고 있다.

또 울릉도에 독도교육원을 설립하여 경북은 물론, 전국의 학생들이 우리 땅 독도를 바로 알고 체험할 수 있는 교육 공간 조성해 제공할 예정이다.

아울러 올해는 김천, 상주, 울진 지역의 미활용 폐교 3교를 지자체와 농업법인을 대상으로 매각을 추진할 계획이다.

지자체 매각은 체류형 귀농귀촌학교 건립과 농촌 공간 정비사업이며, 농업법인은 농산물 유통․가공․판매 시설 운영을 통해 농촌경제를 활성화한다.

폐교를 인수한 기관 등은 10년 동안 애초 매입한 목적대로 활용해야 한다.

도 교육청은 이를 지키지 아니할 때 매매계약을 해제한다는 특약 등기를 설정하고, 이를 정기․특별점검 등을 통해 이행 여부를 꼼꼼히 확인할 방침이다.

임종식 교육감은 “폐교재산의 효율적인 관리로 폐교재산이 지역민의 평생교육과 복지 기회 확대, 소득증진을 통해 지역사회 발전에 이바지할 수 있도록 재산을 관리해 나가겠다”라고 말했다.
